• MINUTES OF THE MEETING OF THE WATER BOARD Held February
8th., 1966, at 7:30 o'clock P.M., in Greeley, Colorado.
This meeting was called by the Greeley City Council and
the Greeley Water Board for the purpose of discussing the proposed
engineering study for an additional 7,000 to 30,000 acre feet
water reservoir on Rockwell Ranch.
Present for dinner and meeting held at the Garden
Kitchen Restaurant in Greeleywere the following from Fort Collins:
Mayor Harvey Johnson, Water Board Members, Vice President Frank
Ghent, Secretary John Bartel, Board members W. G. 4ilkinson,
Norman Evans and Fred Feit. Also present were City Manager Tom
Coffey, Director of Public Works C. Adam Fischer, Administrative
Assistant John Baudek, Council members L. J. McMillan, Dr. Tom
0 Bennett, Alvin J. Kruchten and Dr. Karl Carson.
Present from Greeley were Council members Mayor Dorothy
Martin Zabka Harold Hyde, Floyd Otis, Charles Gregory and Ernest
Scott. Water Board members W. D. Farr, Roy Smith, Bob Davis and Irvin
Cannon, also City Manager Ben Cruce, City Clerk Barton Buss,
Attorneys' William Kelly and Bill Bohlender, Water Director
0. Shaffer, John Haley and Willard Quirk from the Consulting
Engineering firm of Nelson, Haley, Patterson and Quirk.
Greeley City Manager, Mr. Cruce, opened the meeting by
introducing Mayor Johnson, who is also President of the Water
Supply and Storage Company. Johnson gave a fine talk on the City
of Fort Collins and the irrigation CompanyyIs interest in the re-
servoir.
• Engineer Ken White made a study during 1965 of the
Company's storage requirements. White reported the best site for
additional storage was on Rockwell Ranch. The ranch is owned by
both cities and lies on the Little South Fork of the Poudre River.
• Ken White offered to make an additional study for $7,500.00, the
study to include the availability of water and an estimate of the
cost of the building a storage reservoir on the Rockwell Ranch.
Since the Cities and Water Supply and Storage Co. are interested
in more storage, it is hoped an agreement can be made whereby
each would pay 1/3 of the cost or $2,500.00. A 1960 report
compiled by Engineering Consultants, Inc., for Mr. Guy Palmes,
City Manager, showed Rockwell Ranch was a feasible site for a
reservoir of upward to 30,000 acre feet of storage. Dugan Wilkinson
Fort Collins Water Board aember, and State Water Commissioner for
the District, stated that he thought the E.C.I. report was com-
petent and questioned whether another study was necessary and add-
• ed that perhaps it would be a good move if Greeley and Fort Collins
could get together on a reservoir, particularly since the Bureau
of Reclamation has indicated that a dam on the Poudre was not
financially feasible at this time.
W. D. Farr, Chairman of the Greeley Water Board, said

without spending any money for water until the City's population
reached 100,000.
Mr. Cruce stated the Greeley Water Board would hold
a special meeting soon and come up with a recommendation regarding
their participation in the $7,500.00 feasibility study.
Mayor Johnson brought up the John Elliott water proposal,
and urged Greeley to cooperate with the other cities in our area
• to oppose his plans unless a workable agreement to be had between
all interested in this Western Slone water.

• Mr. Farr, being a member of the Northern Colorado Water
Conservancy District Board, expressed that there was very little
chance that the directors of the District would approve Mr.
Elliott's plan.

Dear Mr. Bartel,
I'm writing again concerning the No. 1 water that I
have for sale, I guess Fort Collins was not able to work out a
trade with Greeley but I thought perhaps, since I have located
another 12 feet of No. 1 to go with mine, that this amount might
make a difference. This would make 22 feet of No. 1 we have to
sell to some city.
If you think this would interest Fort Collins, would
you please let me know.

After discussion, Mr. Cruce stated this matter would
also be brought before their Board at the next meeting, at which
time Greeley would advise Fort Collins their decision.
There being nothing further to be discussed, the
Board adjourned.
