MINUTES OF THE MEETING OF THE WATER BOARD Held August 25, 1969,
in the City Manager's Office.
Present: President Ward Fischer, Fred Feit, Dugan Wilkinson,
E. V. Richardson, Owen Moore and Secretary John Bartel.
Also present were City Manager Coffey and Director d' Public
Works Chuck Liquin.
The City Manager opened the meeting with news that prices
of water have taken a considerable advance recently due to the indus-
trial development southeast of town and additional demands by the City
of Boalder. He stated that he had received information that Eastman
Kodak has paid as much as $1,25 0'.00 per share of North Poudre Stock
and $250.00 per acre feet units of Horsetooth water, also, that the
City of Boulder had advanced their prices in line to meet this compe-

• titi.on. He stated thatj4-d an offer pending for 20 shares of North
Poudre at $1,200.00 per share, but felt sure that this would be taken
by Eastman Kodak or Boalder.
He further stated that he had talked to Mr. Bill Farr of the
Water Board of the City of Greeley and he too felt that it was Wseless
to talk to Eastman Kokak further as they were oat to get large quantities
of water which would be required by their new plant to be constructed
by Windsor, and without water their plant would be dnoperative, also
tnat Mr. Howard Smith, manager for Eastman Kodak, was working with
the Ci'v of Greeley in preparation of a 10 year water agreement and
after preparation of this agreement, Eastman would have their own
water system operation. The City Manager felt that these prices
were away out of line, and since Fort Collins had enough water for
• approximately 80,000 people, we shoald not increase our costs at the
present time.
There are rumors going around t.'at two nr more lar-a�indus-

He stated that he learned that the Windy Gap storage area was gaining
momentum and that the possibility for this development looked good.
The City of Greeley has on their drawikg table plans to increase
the Barns Meadow Reservoir to more than dcuble storage capacity. The
"Narrows" project, which was started some time ago in the south centrcl
part of the State is again being studied and Eastman Kodak is very
much interested in this project, as water is such a critical item to
them.

Fort Collins,Aa short time ago, whereby the City would rent 10,000 rvvu-
feet of water on a long term agreement, was discussed. Sir. Ward
Fischer has been appointed to represent the City of Fort Collins,
together with Arthur March, Jr., and Morton Bittinger and Associated
in the feasibility study, composing the six cities on the Eastern Slope
north of Denver.
Mr. Fischer indicated that he will have to resign as President
of the Water Board in order to attend these meetings and participate
in the study and it was agreeable with all concerned to accept his
resignation and the office woald be vacant until completed. Indi-
cations are that this willtake six to nine months.
The meeting concluded that the City of Fort Collins would not
increase water costs at the present, however, if any large blocks of
water stock or units were presented, the Board would be called to-
gether to determine whether or not to purchase same.
With nothing further, the Board adjourned.
