HomeMy WebLinkAboutWater Board - Minutes - 11/09/19700 • MINUTES OF THE MEETING OF THE WATER BOARD Held November 9, 1970, at 4:30 • P.M. in the Council Room. Present: President Norman Evans, Fred Feit, Harvey Johnson, Owen Moore and Dugan Wilkinson. Also present were City Manager Coffey, Assistant City Manager Mike DeTullio, Mayor Carson, Councilmen Kruchten and Chilton, Director of Public Works Liquin, Superintnedent of Water and Sewer Eddie Hilgenberg, City Attorney March and Ward Fischer. The meeting was opened by Ward Fischer who presented the following report: The North Poudre Irrigation Company AVERAGES FROM MORT BITTINGERS REPORT Joe Wright Average Annual acre feet 981 Michigan Ditch 1913 to date Average annual acre feet 2285 Total 3266 Larimer Co. No. 2, 1951 to date 7048 - 146 = 49 per share x 9 shares = 441 acre feet Mercer 1951 to date 4554 - 146 = 32 per share x 9.83 shares = 314.56 acre feet Arthur 1951 to date 5680 - 1500 = 3.78 per share x 125.25 • ahares = 473.44 acre feet 441.00 acre feet 314.56 473.44 1,229.00 acre feet ......Total average acre feet 3266 1229 2037 President Seaworth suggested that we had offered to exchange on averages. Therefore we offer to exchange Joe Wright and Michigan Ditch for their 9 shares Larimer Co. No. 2, 9.83 shares Mercer, 125 114 shares of Arthur and a credit of 2037 acre feet. He stated that the proposed contract that he and Arthur March had been working on with the exchange of the North Poudre Irrigation Company looks real good at this time. • After some discussion regarding the trading of water, it was agreed that the City preserve at least 10% of water stock for use of ditches through the charges of the Golf Course and the Cemetery. Mr. Johnson indicated again that • &ember 9, 1970 • the City should have storage in the high mountains and Fort Collins is the only city on the river without storage facilities and felt that this agreement would be advantageous to the City and in his interpretation, we should have a high mountain reservoir. It was explained that should a reservoir be built, the expense would be enormous at this time. Ward Fischer stated that he recommended unqualifiably the transfer of water instead of building a reservoir. After some further discussion regarding the construction of the Green Mountain Dam by the Bureau of Reclamation, it was stated that this would be an advantage to the cities, howev er , this is several years away. Motion was made by Johnosn, seconded by Feit, that the City Attorney and Ward Fischer put forth every effort to draw up a workable contract by the City and North Poudre Irrigation Co. so that it may be presented to the Water lbard and Council for approval.
