MINUTES OF THE MEETING OF THE WATER BOARD Held July 19, 1971, at 8:30 A.M. in
. the City Manager's office.
Present: Harvey Johnson, E. V. Richardson, also City Manager Tom Coffey,
Director of Public Works Charles Liquin and Morton Bittinger.
Mr. Bittinger presented James R. Swaisgood of the Denver office of Dames
and Moore, Engineering firm. Mr. Swaisgood stated that the company was formed
in 1938 and now has 26 offices around the world of which one-half are in the
U.S.A., that they employ 460 people and the main accounting office is located
in Los Angeles, that they make many environmental and geoligical studies;
studies on rocks and other formations and local materials through out the
world. It was suggested that Mr. Swaisgood submit a letter giving the date
when they could begin this project. If this company was chosen to do the
revamping of the Joe Wright reservoir, to also include in the letter their
multiplier and progress curve. It was also stated that if this firm was
chosen, that they use as much local help and engineers as possible. Mr.
Bittinger stated that if additional office space is required, his office would
be available. Again, if chosen, it was suggested that they first submit
plans and estimates and explain what the results of the program would be. It
• was stated that the spillway not be built over the dam, but in another area,
thus prolonging the life of the dam.
The Meeting closed to be resumed Tuesday morning, July 20th, at 8:30 A.M.
to interview another engineering firm.

Tuesday,: July 20, 1971, at 8:30 A.M. in the City Manager's office.
Present: Harvey Johnson and E. V. Richardson. Also City Manager Coffey,
and Morton Bittinger.
Upon completion of the interview, it was agreed to obtain the services of
Woodward -Clevenger and Associates of Denver, Colorado, and present the
proposal to the Council for approval.
With nothing further to discuss, the Board adjourned.
