MINUTES OF THE MEETING OF THE WATER BOARD Held July 16, 1971, at 3:30 P.M.
in the City Manager's office.
Present: President Ward Fischer, Board members E. V. Richardson, Harvey
Johnson and Dugan Wilkinson, also City Manager Coffey, Director of Public Works
Charles Liquin and Superintendent of Water and Sewer Eddie Hilgenberg.
Mr. Morton--Bittinger and James Waltz of Bittinger & Associated, presented a
report on "Preliminary investigations and enlargement of Joe Wright Reservoir,
dated July 16, 1971".
Since there had been considerable difficulty in maintaining this reservoir,
the question is whether it should be repaired or build another dam some
3,200 feet down stream,however,by doing so, these two reservoirs would hold
less water than the present reservoir. A geoligical study has been made and it
was recommended that appropriations be made for another reservoir and a greater
study, including the construction of a spillway, placing of the dams, etc.
Mr. Bittinger stated that he had sent inquires to several engineers on the
formation of a report on the proposed expansion. It was suggested that
• Richardson, Johnson and Wilkinson be appointed as a committee of this Water
Board to work with Mr. Bittinger to pick a firm that would be interested in
this project, as there are not too many firms in this particular field.
Motion was made by Richardson, seconded by Johnson, to accept this report. The
Chairman put the motion which was unanimously adopted.
After further discussion, motion was made by Richardson, seconded by Wilkinson,
to approve the firm recommended by this committee and submit the recommendation
to the Council for final approval. The Chairman put the motion which was
unanimously adopted.
The topic of the Michigan Ditch was again presented. As there is much work
to be done in the replacement of slides and general repair, it was necessary to
install a 48 inch squash type drain pipe with concrete heads, to prevent wash
outs.
The Director of Public Works stated that our men are puttinj�long days and
it was his recommendation that the City hire ten men for a period of two weeks
and with the adequate equipment complete the repairs and change the flow of
access water. It was his recommendation also that the men remain in the
mountains to complete the necessary repairs. It was suggested that Mr. Bittinger
make further studies on the Michigan ditch. Mr. Bittinger stated he would
like to see a better record and report on the inflow and outflow of water and
storm sewers in the City, that more data, studies and figures would be of great

value on future programs.
Mr. Liquin stated that changes are in progress in the amount of water required
with an annexation, that in the previous meeting of the Water Board, it was
approved to increase the cost per acre foot unit from $200.00 to $250.00.
With nothing further, the Board adjourned.
