• SEWAGE RATE COMMITTEE

The first phase of the rate study on the plant investment fee was explained to
the committee by Dwight Sazles.
Some of the comments included (1) The actual rate charge will be for maintenance,
return on investments and current depts service. (2) The cost estimate over a
five year period is a procedure that gives a good indication for management decision.
Chairman Ward Fischer again expressed concern that new developments pay for
their own way as desired by Council.
Public Works Director Charles Liquin explained current rates to the average
customer, saying that basically the City is paying for oversizing of all water
lines over 16 inches.
Carl Houck of Black $ Veatch further explained the alternatives 1 and II; which
were conducted on a 12 year projection from 1965 to 1976.
Ward Fischer asked of Public Works Director Charles Liquin "Do you like this
approach?" (on determining the proposed rate increase) Charles Liquin indicated the
study was what had been asked for, further stating that Board member Owen Moore and
he had met with Dunn Krahl, representative of tPetcher and Company and they were
agreed on this approach.
Discussion centered around the rates presently charged by Water Districts and
the effect any rate charge would have on the City's ability to stay competitive in
this area.
Paragraph 3 of the study proposes a 20% rate increase which would assure revenue
to operate a water utility.
Motion by Ward Fischer:
That this committee recognizes that We are losing a minimum of $175 or a maximum
of $60S for each new water tap and that it would our inclination to raise to $605, to
keep the present ratio be recommended, with the concurrance of the full Water Board,
to raise to the point where we can still be competitive with the Water Districts
and raise to the average PIF of $600 which would include tapping, stubbing and
meter.
Seconded by Fred Feit, and the motion carried.

Motion
was made
by Ward Fischer, to raise the sewer plant investment fee from
$185.00 to
$500.00.
Seconded by Fred Feit and the motion carried.
Discussion continued and the Engineers were directed verbally by the committee
to proceed with the rate study based upon the above motion of the committee.
• There being no further business, the Board adjourned.
