WATER BOARD
April 2, 1973
4:45 P.M.

Staff members: Brunton, Liquin and Lewis.
City Manager Brunton reviewed again the problem if Black and Veatch are to
complete the Rate Study for an additional $18,700.
Alternatives suggested were:
1. Complete the study in-house
2. Update the study as it now exists.
3. Tell them they have a contract and hold them to it.
4. Give them the amount requested or cut back to about $14,000.
Director of Public Works, Charles Liquin, stated the staff could provide the
new population projections and the Director of Finance could work up the over
all capital which has changed since Carl Houck made the initial estimate.
Chairman Ward Fischer stated he got a definite impression that the adminis-
tration did not feel they could come up with a competent rate study that would
stand up in court.
City Manager Brunton stated the City had $i6,000 already invested in this study
and did not think that Black and Veatch could take our updating of their report
and put their seal of approval on it. Mr. Brunton also referred to a letter
from Black and Veatch addressed to former City Manager Tom Coffey, in which
they indicated the study was almost completed in January 31, 1972.
Board member Everett Richardson stated the $18,700 was almost equal to one
mans year of work.
City Manager Brunton reviewed again the extra studies done by Black and Veatch
and felt the City should have a rate study they could defend.
Director of Public Works spoke to the work still needed to be done on the
oversizing question.
Board member Fred Feit made a motion, seconded by Mr. Johnson, to name Norman
Evans, Everett Richardson and Dougan Wilkinson as a sub committee to work with
the administration and negotiate -a figure with Black and Veatch for the
completion of the rate study. Yeas: Members Fischer, Johnson and Feit.
Nays: None.
