Magnolia St. Council Liaison: Karen Weitkunat Staff Liaison: Jill Stilwell IIChairperson: Ayleen Bums Phone: 225-3937 (h) Vice -Chair: Ann Wilmsen A regular meeting of the Cultural Resources Board was held on February 24, 12:00 p.m. The following members were present: Board Members present: Ayleen Burns, Carol Ann Hixon, Jack Steele, Jon Wilkinson, Ann Wilmsen Board Members absent: Sue Beck-Ferkiss, Patrick Moran Staff Members present: Jill Stilwell, Libby Colbert, Cheryl Donaldson, Marty Heffernan I. Call to Order — (12:08 p.m.) Ayleen Bums II. Consideration of agenda - No Changes III. Consideration of Minutes of January 27, 2005 Motion to accept minutes Jack Steele Second — Ann Wilmsen Unanimously approved W. Public Input - none Discussion Items V. Arts & Humanities Month — October Libby Colbert reported on the status of the Request for Proposals (RFP) for the poster competition. The RFP was posted on February 16, 2005 and distributed to all schools in Fort Collins, grades K- 12. There was some preliminary discussion on the creation of bookmarks and elements that would be included. The Board discussed having the bookmark direct people to the centralized calendar. There was also some preliminary discussion about cost, size and printing. They discussed somehow collecting and printing all the cultural events in the city and schools during October. The list of events could be advertised and distributed through venues such as KRFC radio, Arts Alive, Channel 27, PSD TV channel, hotels & motels (video montage for in-house cable). Carol Ann Hixon will start collecting information for a complete calendar of cultural events in October, 2005. 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 The board also discussed organizing other events and promotions for Arts and Humanities Month. They brainstormed having a reception at Lincoln Center following the Mayor's Proclamation at Council. The Board would invite arts organizational representatives to be present at the proclamation. The reception could take the form of an event showcase. The Board discussed whether an arts organization could apply to Fort Fund to support such an event. The Board discussed mailing a letter of intent to arts organizations to determine if there is interest in this type of event. The Board asked staff to put this on the March agenda. VI. Review of January Fort Fund Session The board discussed how (or how not) to fund the lowest scoring events and also whether organizations need to use some profits for seed money for the subsequent year's event. The board determined that they do not need a hard and fast rule about funding the lowest scoring events. It will be determined at the time of the funding session. The Board also determined that they do not have expectations regarding seed money or that organizations will become self -funded in the future; however, it is important for the board to know what the organizations are doing with the additional funds. The funds would be appropriately used, as all the organizations are non-profit. The Board requested that the formula that the Convention and Visitor's Bureau uses to estimate the economic impact of a cultural event should be added to the Fort Fund application. VII. Cultural Plan Jill Stilwell and Marty Heffernan spoke about the development of a cultural plan for Fort Collins. The current discussions are tied directly to the growth/no-growth issue. Council is excited about the future economic growth in Fort Collins and Darin Atteberry has asked the Cultural Plan Committee to attend the Council study session on May 24`h. He would like to harness the Council's interest in using culture to help boost the economic vitality of the City. The Board discussed the importance of formalizing their support for using the cultural community as an avenue for economic vitality and viability. The Board was enthusiastic by the Council's and City's interest in this matter. Jill Stilwell also reported that there will be a public Cultural Summit meeting on March 30'h in the Lincoln Center's Canyon West Room. All are invited to attend. The State of the Arts document will be used as the backdrop for this meeting. The Board also discussed how recreational activities might be involved in discussions regarding the cultural plan. The Board asked that the Cultural Summit meeting be placed on the March agenda. VIII. Budget Preparation Staff distributed a memo from the City Manager requesting recommendations for the 2006-2007 budget. The Board discussed the importance of protecting the Museum and Lincoln Center from further cuts and re -instituting the two crucial positions at each facility. Jack Steele suggested that two Board members draft recommendations and present them at the March meeting. Jack Steele and Carol Ann Hixon volunteered to do so. Ix. Scope of the CRB The board discussed how to approach this project, which is based on comments from Karen Weitkunat to expand the role of the CRB in the community. The Board discussed items for discussion which included: 1) What is culture? 2) What is the history of culture? 3) What is the current scope of the CRB? 4) How can the scope of the CRB be expanded? 5) What should be the purpose of the CRB? The Board decided to set an alternative retreat date to discuss this topic. The Board will determine the date at the March meeting. X. Board Elections Jon Wilkinson moved to keep the current officers and liaisons in their same positions. Carol Ann Hixon seconded the motion. It was also suggested that Carol Ann Hixon be the alternate for the Convention and Visitor's Bureau meetings and that Patrick Moran be the alternate for the Art in Public Places meetings. Alternates will be confirmed at the March meeting. XI. Review of Past Fort Fund Events None XII. Other Business None. X.
