Present: President Ward Fischer, Board Iiember Fred Feit, Mr. J. T. Banner, and Mr. Harry Johns, Consulting Engineers of Boettcher and Company, Mayor Johnson and Harold Lynch, Acting City Manager. Mr. Banner presented a report on the costs of water improve - meets and methods for financing. Mr. Fischer asked if method of determining flat rate, num- ber of rooms, etc., is best or should it be based on land area of lot. Pr. Banner thought that land area should be the best but stated that many cities ised the same method that we do. Mavor Johnson asked Mr. Banner if he knew what Boulder '.Tniversi.ty is paying Boulder for water. Mr. Banner replied • that he did not know the amount. Mayor Johnson nointed out that C.S.U. is getting water be- low cost and should nay its own water. Members of the Board concurred. on this. Mr. Fischer asked Mr. Banner for his views on methods for determining flat rates and whether meter users should continue using -Wore than the flat rate users. He also asked what rates the TTniversity should nay. Mr. Banner stated that flat rates will have to increase aprroximate77T 50 After discussion by members of the Board, motion was made by Fischer, unanimously approved t'nat Mr. Banner be instructed to reconi-end a rate schedule based on the 40 Following: 1. Flat rate be based on land area and living units. 2. Meter users ray aoproximatel,r same as flat rate, plus a little more for costs of bookkeeping and. meter readin;. • 3. That C.S.T_T. pay same rate as others. 4. If a major industry should come into town, we would have to make senarate consideration at that time. Mr. Fischer asked Yr. Banner about the various water districts and Mr. Banner said that it seemed best for cities to enter into a contract with the districts and in effect take over or buy out the districts as developers develop lard in the district charge an additior_al tap fee to liquidate the debt al7eIr.st that property and annex it. Fie also pointed out that he has studied their systems and does not recommend ever using the district lines. 15,1. Fanner also presented data on a sewer program as planned. Aoproxi.mately 16,000 -ersons will be taken off the old sewage ^lent and transferred to the new plant. Acting City Manager Lynch explained that the request of Lanaholf and Means for 3/4" water tap in the :.Test Fort Collins 'Ia— ter District is pending. This item was referred to the Water Board by the City,* Council at, the October l5th Council meeting. T^oti.on was made by Fischer, seconded by Feit, t�iat the tap be granted if the property is removed from the *eater district or if the district agrees to the Ci':y sunnlyi.ng the water. The :motion was unanimously carried. Mr.. "ischer also advised nutting forth a charter amendment at the next 7ereral election establishing the 6Jater Board within the charter. There being no further discussion, the meetingadjourned until the next meeting of the Water Board on November 2, 1964 at 7:30 P.M. in the Council Chambers.
