MINUTES OF THE MEETING OF THE FORT COLLINS WATER BOARD HELD JUNE 1, 1964

The following proposal was read at lenght:

Gentlemen:
• On May 25th the Water Board requested that we submit a proposal for
engineering services on the second phase of Water Supply Investigations
For the City, the first phase report having been submitted heretofore.
Our proposal is outlined herein.
Studies and related work proposed for the second phase of the water
supply investigation for the City, a portion of which will be coordinated
with Mr. Joe Banner, Follow:
1. Evaluate the water rights presently owned by the City
which are now used for irrigation purposes in various ditches with
respect to feasibility of transfer and potential yield. Evaluation
and yield of present rights at the City's intake have been made
for the first phase of the investigations.
2. Future water requirements were computed for populations
up to 60,000 in the first phase inves i,ations. Additional determin-
ation of the City's requirements for a popula clon of 110,000 will
be determined jointly with Mr. Banner.
3. Future raw water sources required to supply 110,000
population will be evaluated in coordination with 1�ir. Banner's
studies in order to achieve the most economical overall ti.ater supply
system, both with respect to tie.: er supply and physical facilities
required. It is understood chat when the potential sources, their
• yield and cost having been established, the distribution, treatment,
storage and economic analysis will be made b., Mr. Banner.
4. Make investigations of storage water which would include
the possibility of utilizing a portion of Seaman Reservoir and/or
Bureau of Reclamation storage. The use of storage water would be
integrated with the yield from direct flow water rights now owned
and/or to be acquired by the City in the furure for various plans,
including additional amounts of Colorado -Big Thompson water.
5. Determine the best location and capacity of a filter plant
for the near future requirements of the City. This would require
close coordination of all phases of the problem with Mr. Banner.
6. Consult as required with the City, Mr. Banner and others
with regard to the City providing service to areas adjacent to the
City and with regard to the problems created by the water districts
near the City.
7. Schedule water rights acquistition with the construction
of needed future facilities to supply the expanding population.
8. Provide consultation and make studies as required, on po-
tential use of facilities with existion districts and communities,
especially the City of Greeley.
9. Prepare and submit 25 copies of a written report on the
investigations, incorporating the pertinent parts of the first phase
report.
The estimated cost of the engineering services required to com-
plete the foregoing work is approximately $3500. The charges would be
identical to those set forth in the agreement with the City, dated
March 12, 1964. Should the overall costs be less than $3500 on an hourly
basis, the smaller value would be used.

Your Water Board recouwaencs that W. W. Wheeler and Associates
be retained by the City to work with J. D. Banner and Associates concerning
the long-range water program of the City of Fort Collins in accordance
with the proposal submitted herewith.
The Water Board feels that Mr. Wheeler's services are essential
in any long-range program and our recommendation concerning the appointing
of Mr. Banner was conditioned upon the retaining of Mr. Wheeler to work
with him.
