MINUTES OF THE MEETING OF THE FORT COLLINS WATER BOARD HELD MAY 25, 1964
AT 700 O'CLOCK P.M. IN COUNCIL CHAMBERS
Present: President Ward Fischer, Vice President Frank Ghent, Mayor Harvey
Johnson, Secretary John Bartel and member Fred Fait. Also present were:
City Manager Robert Boos, Asst. City Attorney Arthur March, Jr., City
Engineer G. J. Weiss and Councilwoman Lorraine Quinn.
Representatives of J. T. Banner and Associates and W. W. Wheeler
and Associates were present. After considerable dicussion motion was
made by Vice President Frank Ghent, seconded by Fred Feit that it be
recommended to the City Council that the agreement between the City of
Fort Collins and J. T. Banner and Associates on the long range Water and
Sewer study be approved as prepared by the City Attorney. The motion
was put and duly carried by the unanimous vote of the Board.
It was also recommended that W. W. Wheeler begin on the second
phase of his study and to coordinate this work with J. T. Harmer and
Associates.
Motion was made by President Ward Fischer, seconded by Vice
President Frank Ghent that the Water Board recommend to the Council
that all city officials be instructed to keep the Water Board informed
as to the use, demand and supply of water available to the City, together
with the recommendations of such officials as to the necessities for the
restrictions, if any, of the use of water during certain periods; and
that the Board be authorized to recommend to the Council the necessity
for and the terms of any restrictions as to the use of water within the
City as may be determined from time to time, by the Board. The motion

was put and duly carried by the unanimous vote of the Board.
