HomeMy WebLinkAboutWater Board - Minutes - 11/16/1964• MINUTES OF THE MEETING OF THE FORT COLLINS WATER BOARD HELD NOVEMBER 16, 1964 AT 7:30 O'CLOCK P. M..IN THE OFFICES OF THE WATER SUPPLY AND STORAGE CO. AT 528 SOUTH COLLEGE AVENUE, FORT COLLINS. Present: President Ward Fischer, Mayor Harvey Johnson, Secretary John Bartel and Board Member Fred Feit. Vice President Frank Ghent was absent. Also present was acting City Manager Harold Lynch. The following members of the West Fort Collins Water District were present: Wayne Shaw, Ira Stegner, Alvin Treiber and Lloyd McNally, also James Nichol representing Parker and Underwood, engineers for the District. After considerable discussion as to who would serve certain areas ajacent to the district, it was unanimously agreed that the district be allowed to serve buffer zones at Vine Drive and Taft Hill, North of the Poudre River on Shields Street and West of the Wellington -Laramie • junction on Highway 287. President Ward Fischer was authorized to meet with Mr. Rex Wells, attorney for the district to draw an agreement to cover customers in buffer zones. Also unanimously agreed upon was that the clause in the original agreement between the district and the City on annexation by water users remain in full effect. Mr. J. T. Banner and H. T. Person of J. T. Banner and Associates were present and the matter of repairing Soldier Canyon Reservoir was discussed. Mr. Banner presented 2 proposed estimates. Estimate No. 1 for $225,000.00 would include a cover and approximately a 10 foot earth fill. Estimate No. 2 in the amount of $289,000.00 would repair all cracks, pack the earth fill and include an aluminum and tar cover. With the above alterations the storage in the old Soldier Canyon reservoir 40 would be increased by approximately 1,250,000 gallons and to equalize S . • • the pressure in both reservoirs the storage in the new 15,000,000 reservoir would have to be raised 3 feet or approximately 3,500,000 gallon thereby increasing the overall storage in the two reservoirs by approximately 4,500,000 gallons. It was unanimously agreed that Estimate No. 2 be accepted for improving the Soldier Canyon reservoir. Mr. Banner suggested that the proposed Bond issue of $2,825,000.00 be increased by approximately $354,000.00 to allow for reservoir maintenance and future water purchases of some where around $200,000.00. Mr. Banner also presented the following proposed water rate increases - Schedule A • In -City Metered Including C. S. U. A proposal of $123,000.00 was presented by Mr. Banner for engineering and supervision when this Water and Sewer expansion is to be done. The Board requested Mr. Banner to prepare a report on this proposal. An offer of 1,000 units of Big Thompson Water and D. R. Pullium offered 200 units of Grand Lake Water to the City of Fort Collins. These 40 were referred to President Ward Fischer for negotiation and report. • 0 With nothing further to be brought up at this time the Board adjourned.
