HomeMy WebLinkAboutWater Board - Minutes - 10/19/1965MINUTES OF THE FORT COLLINS WATER BOARD A special meeting of the Fort Collins Water Board was held in the offices of Fischer, Fischer and Beatty on Tuesday, October 19, 1965. Present were members Fischer, Johnson and Evans Absent were members Bartel, Ghent and Feit. It was unanimously decided to make recommendations to the City Council concerning proposed water ordinances in accordance with the recommendations attached hereto. It was determined to explore the offer of L. V. Rider to sell to the City of Fort Collins one cubic foot of water per second of time of Priority No. 1 of the Big Thompson River for the price of $32,000.00. The President was instructed to contact the City of Greeley Water Board to determine whether or not an exchange might be arranged and to negotiate with Mr. Rider. Concerning Proposal No. i the Water Board has previously considered and recommended adoption of the proposed ordinances insofar as they relate to water. In regard to Proposal No. 2, the Water Board recommends that the City Attorney be directed to draft an ordinance to require, either as a condition or annexation or otherwise, that the subdivider (as opposed to the individual lot owner) furnish to the City either water or money at lent at the time of subdivision. The Water Board is most concerned that as now interpreted the present ordinance might allow a subdivider to sell lots in a subdivision within the City and place the burden upon the individual lot owner to pay a fee or furnish water rights in order to obtain water service. The Board feels that any person purchasing o lot within the limits of the City of Fort Collins should be allowed to assume that the City of Fort Collins will furnish water to his lot without further action upon his pat outside of normal top fees. It has been suggested by the City Attorney's office that this might be accomplished by a rewriting of the City water ordinance and by incorporating similar language in the annexation ordinance. We do not propose specific means to accomplish the purpose but do recommend that if our recommendation be adopted that the new proposed ordinance or ordinances be re -submitted to the Water Board for review prior to adoption.
