Chairman Ward Fischer called the meeting to order, reviewed the action of the Council in increasing the charges for sewer service, the 30% increase estab- for water in January, 1974; introduced Black and Veatch representative, Carl Houck, who would be reviewing the recommendations, and established the rules of the conduct of the public meeting as follows: I. Consultant Carl Houck would review the alternates. No. 1, The Banner Plan as modified, No. 2, Cost of Service Concept, and No. 3, Alternative Cost of Service Concept; next, the chair would entertain questions from members of the Water Board, then of the City Council, and then from the audience. II. The Chairman established that the rate study would close at 5:30 P.M., at the latest, and would continue promptly after the executive session of the Water Board on December 21, 1973, which would convene at 3:30 P.M. in the Council Chamber. Consultant Carl Houck made opening remarks on the charge made to the con- sultant to (1) project the facility needs, and (2) determine the cost of serving customers and design the revenues to meet that cost. The proposed rates for water service under Cost of Service Concept, included the (1) Inside Cit Flat Rates, (2) inside City Metered Rates, (3) Country Metered Rates, and 4 C arges To West Fort Collins Water District with the l ID 0 Page 2 basic increase from 22¢ to 28¢ per one thousand gallons to the over 2,000 gallons per month for non-residential, and for over 2,000 gallons per month times the number of dwelling units (residential). The increase for the West Fort Collins Water District would be an increase from 28¢ per 1,000. Mr. Houck next reviewed the comparison of revenues under existing and pro- posed Cost Of Service water rates, which indicated a decrease in revenue for trailers and apartments. The Cost of Service Concept and the Alternate Policy Method were compared and reviewed. Chairman Ward Fischer stated the Water Board had endeavored to provide alter- nates for Council consideration in response to Councilman Reeves inquiry of the charges made for over the minimum consumption. The proposed rates for sewer service under the Cost of Service Concept was next reviewei.. Mr. Houck outlined the charges made to the various Sanitation Districts; the infiltration rate of about 45% and the lack of City control over the University's sewage collection system. Further, the requirements tied to applications for Federal grants, that each customer class must pay for its share of service and the additional restrictions for industrial users which would be required to pay the cost of treating industrial waste. The Administration was requested to provide a report prior to the December 21, 1973 meeting on such sur-charge, also, a report on an inquiry of when a trailer court is put on line for billing purposes, and the sewer charge to be made when a customer uses district water and City sewer. The budgeted monthly billing proposal was discussed, as was the need for Council to consider the family units in considering any and all of the alternates. City Manager Brunton stated the classes of customers would be defined, based on the overall report from Black and Veatch, and any adjustments should be made at this time. The Federal regulations applying to sewer grants will also be applying to water grants. Consultant Carl Houck stated Council had the three alternatives in the water rate increases, the last alternate provided for the 15% water reserve. City Manager Brunton stated he would send letters to Colorado State University and the various water districts advising them of the continuation of the rate hearings on December 21, 1973. Adjournment The Chairman adjourned the meeting of the Water Board to December 21, 1973 at 3:30 P.M. Chairman ATTEST: Secretary
