Vice Chairman Evans called the meeting to order.
Mr. Krempel stated that he communicated the Water Board's request to City Manager
Brunton and the City Council to have two members of the Council serve as advisory
to the Water Board Utilities Committee. Mr. Brunton thought that because of the
importance of the subject of urban service areas, he felt that whenever the Water
Board met on it, the whole Council should also meet on it and deal with it as a
whole. Mr. Krempel further stated that one thing that came up at the Council
meeting was the Water Board By -Laws relative to the number of members on the Board
and the Board being a representative cross section of the community. He stated
that the Council felt as though they are the elected representatives of the
people and that the Water Board should be purely a technical board. There have
been some overtures that maybe this doesn't represent the people, and that is
why the questions were directed to the Board.
Mr. Krempel summarized the "Report on Water Needs and Revenue Requirements" by
reviewing the principal charts and tables in the report with an overhead projector.
He stated that this way the Board would have a full understanding of what is in
the report and a full understanding of what the staff feels are the necessary
actions.
Mr. Krempel then reviewed Section IV, Findings, of the report. He reviewed the
Water Operating 6 Year Projected Budget and the Water Capital 6 Year Projected
Budget, which he stated was set up on the basis of a 50% reserve for operating.
He stated the City Council was critical on the ending balance of the operating
reserve. They said cut the ending balance another 50% and figure out what the
water rate increase would be. He stated that if the operating reserves were cut
from 6 months to 3 months, the Water Utility could get by on a 25% water rate
increase.

5. Direct that a study be made to consider the wholesale of treated water to
any and all Water Districts providing the City with raw water.
The Chair put the motion, which was unanimously adopted.
Mr. Krempel stated that they were going to start looking at the idea of a multi-
family development paying its own way in raw water.
Mr. Liquin stated that the Forest Service permit has been received for Joe Wright
Reservoir.
Mr. Krempel stated that there was a meeting with the contractors at the Joe Wright
Reservoir site and there was also a prebid meeting to answer any questions the
contractors had, and they were both very successful meetings. He stated that it
looked like there will be seven general contractors bidding on the project.
Board member Evans stated that Congressman Gary Hart will hold a hearing on June 10
at the Poudre R-1 Administration Building on PL 92-500 amendments, consisting of
three panels on agricultural, municipal, and general.
