WATER BOARD
Regular Meeting
May 19, 1978 - 4:00 P.M.

Minutes of Regular Meeting of
April 21, 1978, approved
The Chair inquired if there were any corrections to the minutes. Board
member Caulfield stated that on page 2, Item 11, the following should be
added.
"The Water Board requested that further study be done on
this matter and the staff report back on this next year."
He further stated that on page 3 under the section "Consider Water
Restrictions" the following should be added.
"The Chair put the motion, which was unanimously adopted."
The Chair stated the minutes were approved as amended.
Consider Ordinance on Wasting Water
Board member Richardson made a motion, seconded by Bernie Cain, to recom-
mend to the City Council to approve the ordinance on wasting water.
Mr. Roger E. Krempel, Water Utilities Director, stated that an expanded
and a more clearly defined ordinance on wasting water is needed. He
further stated that at this time, he felt it was more important to
approve this ordinance on restricting water usage at night, and then at
a later date write a more thorough ordinance on wasting water.
Board member Caulfield suggested that the times to restrict lawn watering
be changed from between the hours of 10:00 p.m. to 3:00 a.m. to between
the hours of between the hours of 12:00 midnight to 4:00 a.m.

After some discussion Board member And, ison made a motion, seconded by
Ron Fulkrod, to amend the ordinance as follows.
"The use of water from the City water utility for sprinkling
is prohibited between the hours of 12:00 o'clock midnight to
4:00 o'clock a.m....."
Vice-chairman Evans then took over the chair. The Chair put the motion
to amend the proposed ordinance, which was unanimously adopted.
The Chair put the motion to recommend to the Council to approve the
amended ordinance, which was unanimously adopted.
Board member Reeves suggested that maybe there should be some watering
restrictions during the day, for example between the hours of 12:00 noon
to 4:00 p.m.
Board member Caulfield stated that the water conservation education pro-
gram should be continued, but that there should not be any more formal
water restrictions this year. He further stated that there is not a
shortage of water this year, but that the conservation program should
be supported.
Effect of Water Restrictions - Ray Anderson
Board member Anderson stated that he and Dr. Thomas Miller tried to
examine the effects of last summer's water restrictions through a
mathematical model to see just how much water was actually saved and
what the effect was of the unusual weather during that period. Dr.
Miller reviewed the paper entitled "City of Fort Collins Lawn Water
Restrictions in 1977, How Effective?"
Mr. Tom Hays, Senior Water and Sewer Engineer, stated that this paper
has been a great benefit in terms of the Water Utility making projections
in the future.
Staff Reports
Mrs. Mollie Nortier, Water Conservation Representative, spoke of the
work that has been done to promote the water conservation program.
Board member Reeves stated that she and Mrs. Nortier had taped a pro-
gram on KCOL dealing with water conservation. Mrs. Nortier added that
KCOL also has been having one minute spots on their news segment from
that tape, and they hoped to get on the "Now You Are Talking" program.
Board member Reeves stated that they also had requested the newspaper
to have a question and answer column on conservation.
Board member Anderson suggested that at the time new houses are connected
to the City water system, they are given a packet on proper irrigation
procedures and stated that maybe this is one method of promoting water
conservation practices.

Establish Procedure for Review of 208 Water _uality Management Plan
Mr. Krempel stated that there is a need to establish procedures for review
of the 208 Water Quality Management Plan as the City Council will want
the Water Board's recommendation on this. He further stated that there
are 34 publications on the 208 Plan.
Board member Caulfield stated that there are probably two issues that are
pertinent to the City of Fort Collins;
1) the question of what is the City's jurisdiction over water
and sewer service in the urban service area and
2) the stream classification question and how this affects the
City's treatment plants.
After discussion the Board decided that the Staff should prepare a
summary of issues that are of major concern to the City, and then the
Water Board will hold a meeting to discuss the 208 Plan. Mr. Krempel
stated that he would try to get copies of the reports to the Water
Board members.
