WATER BOARD
Regular Meeting
November 17, 1978

The meeting, chaired by Mr. Ward Fischer, was called to order. Minutes
from two previous meetings were to be held over for approval until the next --
Water Board meeting. -
Dennis Bode, Water Resources Engineer, recommended an in -lieu -of water rights
increase to $1400 per acre foot. After discussion the Board recommended an
increase to $1600 per acre foot. The motion was made by Dr. Richardson and
seconded by Dr. Anderson.
A request was again presented to the Board for an out -of -city water service
in the Missile Silo Road area, accompanied by a letter from Timothy W._Hasler,
Attorney -at -Law. Originally the Staff had recommended that the area be served.
After polling the Water Board by phone it was recommended that the area not be
served. The Board determined that the recommendation had been made and will
not reconsider the request for service. There was no such motion to reconsider.
Roger Krempel, Water Utilities Director, presented an updated report on the
slide at Joe Wright Dam and noted that construction was 8-10 weeks behind
schedule. A report on damage sustained will be forthcoming shortly from
Woodward -Clyde Consultants of Denver. The Bureau of Reclamation, the U.S.
Forest Service, and the State Engineer's Office are all reviewing and
watching the slide. Dr. John Nelson, Colorado State University Professor
of Civil Engineering, has been retained to evaluate the slide and will write
a report proposing solutions.
"Staff reports were presented by Dennis Bode regarding the water supply
situation and a proposed water meter study. Roger Krempel suggested two
studies regarding: 1) a meter study and 2) a water conservation study.
Jim Hibbard, Water and Sewer Systems Engineer, presented an outline of a
Water System Study with an analysis of the report to the Water Board
to follow in April 1979.
Curtis Miller, Water and Sewer Project Engineer, offered an explanation
on bids on the Horsetooth Water Line and expansion plans at Water Treatment
Plant Ill.
Tom Hays, Senior Water and Sewer Engineer, discussed the Sales Tax Extension
and the Alternative Land Use Program. It was proposed that a special work
session be held Thursday, November 30, 1978, at the City Service Center to
further study both issues. Subsequent to this, the work session was held,
with a report of that session forthcoming from Mr. Ward Fischer.
There being no further business, the meeting adjourned.
