A regular meeting of the Building Review Board was held on Thursday October 31, 2002, in the
Council Chambers of the Fort Collins Municipal Building at 300 LaPorte Avenue, Fort Collins,
Colorado.

The meeting was called to order by Chairperson Fielder, and roll call was taken.
Boardmember Massey made a motion to approve the minutes from the September 26, 2002,
meeting. Boardmember Jones seconded the motion. The motion passed.

The Board held a discussion regarding whether or not they wanted to hear the case. Lee stated
the appellant was probably expecting a decision, and appellants are not required to be present.
Fielder felt it was odd that the appellant was not present. The Board proceeded with discussion.
Little made a motion to allow for a one-time exemption for R&R Homes enable them to
complete two tri-plex buildings under their current D-1 license. Fielder seconded the motion.
The motion failed.
Vote:
Yeas: Little, Fielder, and Packard.
Nays: McCoy, Massey, and Jones.
McCoy asked what license R&R would need to officially be able to complete the project. Lee
stated a C2 license would be required. Massey would like the motion to restrict the tri-plexes to
a single story and also to have a maximum on the square footage.
Lee noted that if the Appellant were present, he would question the Appellant regarding their
previous history with similar buildings done in other municipalities. Little asked Lee if he had a
history of the duplex R&R Homes completed in the City of Fort Collins. Lee stated yes, and
added that the project started without a building permit. Lee noted there were also some design
problems. There was a discussion held regarding R&R Homes' previous experience as it
pertained to the proposal. Little stated he felt R&R Homes had the experience to build the tri-
plex. McCoy would like the Appellant to be present. McCoy did not have a problem with the
request.
McCoy made a motion that the Board continue the case until the November meeting, and that the
Board request more information from the Applicant. Jones seconded the motion. The motion
passed.

Nays: Little.
4. Other Business
Lee asked the Board if they had any questions regarding the 2003 work plan. Little made a
motion to approve the 2003 work plan. Jones seconded the motion. The motion passed.

• would have to adapt to the new code requirement. Lee remarked that
handrails will be required on three risers, which is a change from the Uniform Building Code's
requirement of four.
There was a discussion held regarding radon mitigation requirements. Lee stated there may
eventually be a requirement for the installation of radon mitigation systems.
Staff noted that the BRB meeting times will be moved up a week in November and December.
