A regular meeting of the Building Review Board was held on Thursday November 21, 2002, in
the Council Chambers of the Fort Collins Municipal Building at 300 LaPorte Avenue, Fort
Collins, Colorado.

1. ROLLCALL
The meeting was called to order by Chairperson Fielder, and roll call was taken.
2. APPROVAL OF MINUTES
Boardmember Massey made a motion to approve the minutes from the October 31, 2002,
meeting. Boardmember Jones seconded the motion. The motion passed.
Vote:

3. Contractor Appeal — Travis Robson, d/b/a R&R Homes, License #D-441,
Case Number 23-02.
Fielder explained the procedures for contractor appeals. Lee provided an introduction to the
appeal. Lee stated the hearing was continued from the previous meeting. The Appellant is
seeking a one-time exemption from his current D-1 license that would allow the Appellant to
build two tri-plex units. Lee noted the Appellant has built twenty single-family homes and one
duplex in the City of Fort Collins. The Appellant has built similar buildings to that of the tri-
plex in other jurisdictions. Lee stated the buildings built in other jurisdictions are not sufficient
to meet the criteria for a C2 license, which requires a sixteen unit or a greater than two story
multi -family dwelling unit.
Appellant Robson addressed the Board. Robson apologized for not attending the last meeting.
Robson stated he is trying to get a one-time exemption to build two tri-plex buildings. Robson
stated the tri-plex was basic, and consisted of three units. Robson summarized his past
experience.
Lee asked the Appellant if he had any other multi -family experience. Robson said not for tri-
plexes in other jurisdictions. Robson has built large single family homes (5000 square feet) that
are larger than the proposed tri-plexes. Lee asked Appellant Robson if he was familiar with the
fire separation requirements between units. Robson stated yes.
Massey asked if there were property lines between the units, or if the tri-plex would exist on one
lot. Robson stated it was one lot that would be condominiumized. Massey drilled Appellant
Robson regarding the fire separation requirements. Robson stated the requirements. Robson
stated the mechanical systems will be self-contained within each unit. Massey asked Appellant
Robson what the total square footage was for the combined units. Robson stated the square
footage was around 3000 square feet.
McCoy asked staff regarding the C2 license requirements. Lee replied that this one-time
exemption would not be sufficient for Appellant Robson to obtain a C2 license due to the one
requirement of a sixteen -unit building or more than two stories.
Little stated the construction of the tri-plex is similar to that of a duplex. Robson stated yes.
Jones was in favor of the Appellant taking the C2 licensing exam. Lee replied that the Appellant
wanted to keep his D1 license, and was requesting only a one-time exemption. Robson stated
that R&R Homes does not anticipate doing more multi -unit buildings. There was a discussion
held regarding Appellant Robson upgrading his license. Robson stated he would still not be able
to meet the C2 licensing requirements even if he took the exam. Fielder stated the Appellant
does not intend to do more multi -family units or commercial buildings.
Robson and Lee had no closing statements.
Massey made a motion to approve Appellant Robson's request for a one-time exemption to build
two, single -story, tri-plex buildings as presented with a maximum square footage of 3500 square
feet for each building. Little seconded the motion. The motion passed.

Lee gave the Board an update on the IRC review. Lee stated the task group will have to meet for
another three or four months before the process is completed.
Lee asked if there was any feedback regarding the notebooks they received from Community
Planning and Environmental Services. The Board felt the notebook would be helpful for a new
boardmember.
Jones remarked that he liked that staff sent out packets via email.
Meeting adjourned at 1:33 p.m.
