MEMBERS ABSENT: Harry Cornell COUNCIL LIAISON: Susan Kirkpatrick STAFF LIAISON: Felix Lee STAFF PRESENT: Felix Lee Ann Reichert Vice Chairman, Mike Sutton called the meeting to order. The minutes were approved with correction. 10:00am) Applicant Randy Dionne appeared before the Board requesting a Class B license and certificate. Board member Goldrich stated he had hired Mr. Dionne in the past to do clean-up work on rental units. Board member Sutton also had hired Mr. Dionne in the past. Mr. Lee stated Randy Dionne tested for a Class B license and certificate, failed, then re -tested for a Class A license and certificate, failed that test. Board member Allison stated Mr. Dionne lacked job verification references for a Class A or B license and the only references the Board had to review were all from the same engineer. Board member Sutton stated the requirements were not met for a class A or B license and certificate. Building Review Board February Page 2 Mr. Dionne stated he had pending contracts to construct commercial metal buildings. The size of these building exceeded the Class C-1 requirements, so requested a Class B license. He stated he has been in this area for three years and can't get references from here or from North Dakota where he came from. He built numerous things for himself in North Dakota, no license or permits were needed. He stated he had done a 10,000 square foot remodel in Santa Cruise, and an addition to a home in Oakland, CA. He stated he has done approximately 500-800 projects per year from small projects to large major remodel. He has reached the point in his business permits are needed and so he is requesting a license. Board member Cotterman asked Mr. Dionne about his degree in Business Administration. Mr. Dionne stated he had a four year degree, experience in mechanical and electrical engineering, accounting and business. Board member Sutton stated Mr. Dionne did not have enough job verification forms to satisfy the requirements for a Class B license and certificate. Board member Allison moved to deny Mr. Dionne for a Class B license and certificate. Board member Cotterman seconded the motion. Yeas: Cotterman, Allison, Goldrich, Sutton, Johnson. Nayes: None The motion passed. OTHER BUSINESS Charles Cotterman and Mark Goldrich reported on the Code Committee. They both felt the process.is going well. One concern they shared was possibly having too many codes. Felix offered to sit down with any contractor and discuss ideas that would reduce costs and simplify codes. The Board will review the amendments to the 1991 UBC before they go to City Council. The meeting was adjourned.
