The meeting was called to order by Chairman Cornell. The minutes
were approved.with corrections.
Gary Brooksmith appeared before the Board requesting a Class D
license and certificate. He explained to the Board the reason he
was appealing to the Board was the work he does, does not easily
fit in the license categories set up by the City. He stated he has
been working under general contractors when a permit needs to be
obtained. He does additions to homes that exceed the $10,000 limit
and include structural work. Mr. Brooksmith stated he is presently
doing a great deal of work for Chaparral Construction.
Board member Sutton stated he is familiar with the work Mr.
Brooksmith is doing remodeling 818 Oak Street. He stated he did not
know it was Mr. Brooksmith doing the work, but was impressed with
the quality and professionalism of the work.
Mr. Brooksmith asked for a waiver of testing.
Board member Johnson moved to approve Gary Brooksmith for testing
for a class D license and certificate. Board member Sutton seconded
the motion. Yeas: Cotterman, Cornell, Allison, Froseth, Sutton,
Johnson. The motion passed.
Board member Allison stated that although the job verification
forms showed marginal experience, through Mr. Brooksmith's
presentation, it was clear he has years of experience and warranted
testing for a class D license.

Board member Froseth stated the scale of projects Mr. Brooksmith
has worked on is the same as small residences.
Board member Cotterman stated the job verification forms were
lacking, but the personal interview shows Mr. Brooksmith has the
experience.
Board member Johnson stated Mr. Brooksmith has experience
remodeling with structural work. Mr. Johnson stated he recognized
that experience, but felt Mr. Brooksmith did need to test.
Board member Sutton stated Mr. Brooksmith did have the experience
doing Class D work. He has seen the work Mr. Brooksmith has done,
and it was superb. He agreed with the motion to grant the license
on successfully completing the test.
Board chairman Cornell stated Mr. Brooksmith was qualified to do D
work and it was inconvenient for him to operate without a D
license. Mr. Cornell agreed with testing.
Tom Sibbald, new member of BRB, was introduced.
The Board held a discussion regarding a memo from City Hall
regarding new evidence allowed to City Council on appeals. Members
of the Board were concerned an appellant may not present all
information to this Board and present additional information to
City Council for personal or political reasons.
The next meeting will be held July 29th at 8:00am. Breakfast will
be served. Mayor Ann Azari will be there, and Chris Allison will be
honored for eight years of service to the Board.
Charles Cotterman reported the Code Committee will be winding down
soon. The recommendations of the committee will be presented to
this Board before going to Council. Mr. Cotterman commended Felix
Lee and his staff for a job well done on the code review process.
