HomeMy WebLinkAboutBuilding Review Board - Minutes - 01/27/1994BUILDING REVIEW BOARD January 27, 1994 281 North College Avenue Minutes Members Present: Mike Sutton Harry Cornell Charles Cotterman Doug Johnson Susan Kruel-Froseth Rudy Hansch Staff Present: Felix Lee Ann Chantler Dennis Sumner, Light & Power Staff Liaison: Felix Lee Council Liaison: Ann Azari The minutes for the December meeting were approved. Felix presented a letter of resignation to the Board from Mark Goldrich. Clay Meyer appeared before the Board requesting an upgrade from a Class E license to a Class D license. Mr. Meyer stated he did build two complete homes but can't locate the owners to fill out job verification forms. He stated he remodeled two bars, The Desert Rose and The Tavern at the Mill. Board member Johnson moved to approve Mr. Meyer for testing for a D license and certificate with one additional job verification form that reflected D work or greater. Board member Cotterman seconded the motion. The motion passed. Dennis Sumner, Light & Power was present to address questions of the Board with regard to the Model Energy Code. It has been recommended by staff and the Electric Board to delay the adoption of the code. Mr. Sumner presented a time line for the proposed adoption. M Building Review Board January 27, 1994 Page 2 Discussion was held concerning the cost to the home owner and builder when the new code is adopted. Felix Lee stated the Federal mandate is for the states to adopt the 1992 Model Energy Code by October 1994, or explain to them why they have not adopted the code. Felix would like to be well on track and have something in the works before the State makes their decision. Board member Cornell moved to support the plan submitted and approved by Dennis Sumner and the Electric Board. Board member Hansch seconded the motion. The motion passed. Board member Kruel-Froseth excused herself. The adoption of the 1991 Uniform Building Code and Amendments were discussed. Smoke Detectors The Board does not support a smoke detector with battery back-up in each sleeping area. Two concerns stated were; the cost to the homeowner, and the possibility that homeowners will disconnect the alarm when there was a false alarm. Ballister Spacing Staff continues to support the 4" spacing and the Board continues to support 6" spacing, as they did in the last code review. Joints and Seams of Ducts A lengthy discussion was held regarding this issue. Felix stated his concerns: the loss of energy, health and safety, and the possible leakage of air and gases. Also, the use of duct tapes are not proven to hold up over years and would not be accepted. The Board stated they did not feel the cost and the outcome were significant enough to support this ammendment. Board member Hansch moved to not support this ammendment. Board member Johnson seconded the motion. Yeas: Johnson, Hansch, Cornell, Sutton. Oppossed: Cotterman. Wood Roofing A memo from the Poudre Fire Authority recommending not allowing wood roofs in the City limits was discussed. It was decided by the Board to ask Mike Pretz, Fire Marshall to attend the next meeting for further discussion on this matter. 6 0 Building Review Board January 27, 1994 Page 3 Board member Cornell moved that more time and more information be provided to the Board before any response on this issue be made. Board member Hansch seconded the motion. The motion passed. A memo from Steve Roy, City Attorney, regarding appeals to Council, was discussed. Board member Hansch moved to recommend Option A with the exception that the cost of transcript of the proceedings be borne by the appellant. Board member Cornell seconded the motion. Yeas: Hansch, Cornell. Oppossed: Johnson. Abstain: Cotterman. The motion passed. The meeting was adjourned.
