HomeMy WebLinkAboutAffordable Housing Board - Minutes - 01/04/2001CITY OF FORT COLLINS AFFORDABLE HOUSING BOARD MEETING MINUTES January 4, 2001 Members present Bob Browning, Isabel Garity, Dick Clark, Jane Phelan, Billie Rosen, David McKelfresh, David Danforth, Kay Rios Staff Present: Ken Waido, Maurice Head, Joe Frank City Council Present: none Bob Browning called the meeting to order with a quorum and welcomed three new board members, Jane Phelan, Billie Rosen and David McKelfresh. 2001 WORK PROGRAM Bob handed out a proposed work program; the items listed in bold are continuing projects, asterisks are proposals to the board, and those items with a "strike-thru" are overcome by events. David Danforth said he would like to take a look at the down payment assistance program and zoning regarding manufactured home communities. Kay Rios moved to accept the proposed work program, Isabel 2"d, motion carried unanimously. DEVELOPMENT IMPACT FEE REBATE PROGRAM Isabel expressed concern over the graduated fee schedule, but Bob suggested that maybe they should address the program itself. The impact fee is about 20% of the capitalization for the project, which is about the amount of a down payment. The program would put the Fort Collins Housing Authority on the same competitive level as everybody else. They do not pay impact fees but they do pay base utility fees. The board discussed who should pay for the services required by new development. If the people requiring these services don't pay for them, then the general public will be required to pick up the cost in some way. This issue was put on the agenda to see if the board wanted to look at the issue and develop a recom-mendation for city council. David Danforth moved to continue to examine the issue, Kay Rios 2"d, motion carried, one abstaining. CONTRACTOR REGULATIONS — Felix Lee; City of Fort Collins Bldg. Dept., Michelle Jacobs, Director of Community Affairs of the Home Builders Assoc. Felix Lee presented to the board the proposal that has been developed for new contractor regulations and fee structure. The board mentioned that the most important impact this new proposal would have on affordable housing is how it would affect construction site volunteers, as with Habitat for Humanity, and whether or not it would
