HomeMy WebLinkAboutAffordable Housing Board - Minutes - 06/07/20010 46 CITY OF FORT COLLINS AFFORDABLE HOUSING BOARD MEETING MINUTES June 7, 2001 Kay Rios, Chair Isabel Garity, Vice Chair Ken Waido, Staff Liaison (970) 221-6753 Chuck Wanner, City Council Liaison (970) 484-0810 The meeting of the Affordable Housing Board was called to order by Isabel Garity beginning at 4:OOPM, at 281 North College Avenue, Fort Collins, Colorado. A quorum was present. Board members present included: Bob Browning, Billie Rosen, Jane Phelan, avid McKelfsh, Isabel Garity, David Danforth, membersD Dpresent Ken Waido and Maurice Head. Council fOverton.nd Stacey a son, ChuckStaff Wanner was present. Minutes The minutes from the May 3, 2001 meeting were presented. The last line of the first paragraph under "discussion of a potential study session" was deleted. David McKelfresh moved to accept, Stacey Overton 2nd. Motion Carried. n r.4e� Mobile Home Park No information at this time. On May 15"' a meeting was attended by staff and Isabel Garity to learn about Loveland's Affordable Housing Program. Fort Collins' Affordable Housing Program, contrary to public opinion, is comparable to that of Loveland. A matrix detailing this information is available to any interested parties. While Fort Collins' Affordable Housing Program is doing well, work will continue to ensure programs continue to improve. Period! Revie�� of the Affordable Honsina Board Minutes and notes from last month s discussion were brief. Efforts were made to enhance the information provided for City Council. The survey is due to City Council by July 9, 2001. Sorina GvclP of the Competitive process Applicants presentation to a At the previous meeting, this board made 2 requests. 1) Commission and 2) Additional dialogue between joint meeting of AHB and CDBG ed the board that neither of these options were applicants and the AHB. Staff inform being accepted by the CDBG Commission. The CDBG Commission "greatly Affordable Housing Board June 7, 2001 Meeting Minutes Page 2 appreciates" the efforts of the AHB, but sees no need for a joint meeting or other change to the competitive process. Isabel Garity requested feedback from the CDBG Commission regarding the recommendations they made. Ken Waido will look into the possibility of providing the members of this board with the protcon sheet CDBG creates. Members of the board expressed concern regarding the comments from the CDBG Commission regarding these requests and feels patronized by them. Again, the question has been posed: Is the effort and energy of this board worthwhile or meaningful? While the CDBG Commission seems to think so, this board is unsure. David Danforth: Motion to ask City Council for permission to be more involved in the competitive process via: 1) Applicants' presentation to a joint meeting of AHB and CDBG Commission, 2) Additional dialogue between applicants and the AHB. Reinstatement of the Development Impact Fee Rebate Program A memorandum was sent by Kay Rios, Board Chair, to City Council regarding a waiver of certain impact fee payments granted to the Housing Authority be extended to other non-profit affordable housing programs. The City Manager, John Fischbach sent a response implying no interest in changing this program. Ms. Rios is writing a letter of response at this time. This board feels that this is a pressing issue that should be pushed forward. The letter of response will be the first step. The board intends to include this issue as an agenda item in early August when the Council project will be presented. Subcommittee Reports Focus group for city project: met with approximately 20 developers, staff, etc. Surveys have not yet been fully analyzed but preliminary information indicated 4 main points. 1) The staffing process is too lengthy resulting in developer risk, 2) impact fees, 3) a lack of incentives for developing affordable housing units, and 4) limited knowledge within the professional community of current city programs. Detailed information from these surveys will be available in the final report. Discussion regarding education of the professional community left no clear answers as information can already be found in developer packets and on the web site. Web Site: It is now live. The web address is: www.fcgov.com/affordablehousing Potential Study Session: There are concerns that a study session will be too formally structured to allow for the information sharing and interaction the board is seeking. Chuck Wanner will investigate the possibility of an informal gathering to openly Affordable Housing Board June 7, 2001 Meeting Minutes Page 3 discuss ideas and receive feedback in a public facility, open to the public, in early September. Other Business: The Planning and Zoning Board Meeting June 7th regarding request by developer of an affordable housing complex for seniors for 2 modifications (regarding parking and distance to a park). As the project promotes affordable housing, and staff will be recommending approval, Bob Browning moves to make recommendation of the AHB public knowledge at this meeting, 2nd David McKelfresh, motion carried.
