AFFORDABLE HOUSING BOARD
MEETING MINUTES
September 13, 2001

Board members present included: Kay Rios, Billie Rosen, Jane Phelan, David
McKelfresh, Isabel Garity.
Staff members present: Joe Frank, Kurt Kastein, Greg Byrne, Maurice Head, and Ken
Waido. City Council members present: Karen Weitkunat and Marty Tharp. John
Fischbach (City Manager) and Ray Martinez (Mayor) were also in attendance.
The meeting was called to order at 5:30 p.m. at the Lincoln Center, 417 W. Magnolia
Street.
Reporting Process
City representatives expressed approval of the current reporting process via written
memos and suggested the possibility of email AHB minutes to City Council each month
for further communication.
Chuck Wanner and Bill Bertschy, not present, have suggestions for solving the question
of AHB involvement and feedback in regard to CDBG and the legal issues involved in
adapting this process. Staff shared HUD guidelines with the AHB in order to identify
the precise legal issues involved. HUD will be asked if an AHB representative could sit
at the City Council meeting and be available to answer questions.
Members of the AHB briefly addressed concerns with the use of the board member's
time spent and consideration of the AHB recommendations, as these have been
addressed in previous meetings.

City Council expressed appreciation for the efforts of the AHB stating that considerable
information covering a broad spectrum was presented in the report in a very short
period of time. City Council recognized the short time period to produce the report.
The AHB assured the board that, while quickly gathered, all information was accurate
and that because of the time commitment made by the board, that quick progress
would be appreciated. City Council agreed to hold a study session on the issue with an
AHB representative for questions in the near future.

City Council is already in the process of recommending ordinances which were
suggested in this report.
Mayor Martinez expressed a desire to identify more precisely what is "broken" and to
analyze the city budget, prior to creating a plan of action. More precise numbers via the
2000 census will be available soon, at which time the City Plan will be updated as well.
AHB requested that elements of the City Plan that encourage development of larger
homes also be reviewed.
AHB would like to have Sister Mary Alice come to a meeting to discuss the interfaith
report on homelessness.
