Georg: Second. Vote: Motion carried 6-0 P&Z Meeting 12/20/82 RECO.N.MENDATIONS TO CITY COUNCIL 8. #57-82A Amendment to Building Height Review Criteria This request proposes the elimination of the PUD Build- ing Height Benchmark District Map and revisions to the Building Height Review Criteria to bring them into alignment with the Land Development Guidance System. Applicant: City of Fort Collins Georg: Moved to table this item until 1/24/83 to allow more time to discuss downtown development authority boundar- ies and the definition of an activity center. Stoner: Second Vote: Motion carried 5-0 DISCUSSION AGENDA 11. #82-82 The Terraces PUD - Preliminary Request for preliminary PUD approval for 1.85-ac loca- ted on the northwest corner of Elizabeth Street and Taft Hill Road, proposed mixed commercial and residen- tial, zoned B-P, Planned Business Applicant: Norman Meier, c/o John Dengler, 141 S. College, Suite 10, Fort Collins, CO 80521 Note: Mr. Stoner withdrew from the discussion and vote be- cause of a conflict of interest (he is real estate broker for this property). Frank: Gave a staff report recommending approval. John Dengler: Project Architect and Planner: Clarified that the character of the fast food restaurant would blend with other buildings but yet maintain its own identity. It will have review by the Planning staff. Secondly, temporary turn-arounds would be built at the time of construction of a building. Both curb cuts could be put in earlier; however, this might require their remov- al at the time of building construction. Georg: Asked for a comparison rating on left turn -out with this project. Matt Delich: Traffic Engineer. Compared Cedarwood Plaza at peak time (5-6 p.m.) with this project. Stated longest wait was 25 seconds and Cedarwood would be considered a higher density use than the project. Indicated the street semaphore would probably not impact the traffic. Discussed the E level of service as being acceptable for this facility. Georg: Moved to approve the Terraces PUD - Preliminary. Purvis: Second. - 2 - P&ZMeeting 12/ • 12/20/82 Dow: Questioned the condition and whether it was to be re- viewed by staff, or as John offered reviewed by Board. Frank: Indicated staff would see elevations prior to tine of building permit issuance. Gilfillan: Felt Board review of architecture at time of final submission was sufficient. Vote: Motion carried 5-0 with Stoner not voting. Meeting adjourned at 5:52 p.m. - 3 -
