HomeMy WebLinkAboutBuilding Review Board - Minutes - 02/28/1991BUILDING REVIEW BOARD Minutes February 28, 1991 MEMBERS PRESENT: Chris Allison Harry Cornell Charles Cotterman Dennis Sinnett Doug Johnson Vincent Guerrie Mike Sutton STAFF PRESENT: Felix Lee Ann Reichert The minutes of the January meeting were unanimously approved. Tim Thissen, Thissen Construction appeared before the Board submitting an application for a Class B license and certificate. The Board noted that Ron Sword from Thissen Construction had appeared before the Board and was approved to test for his license and certificate. It was decided that Ron Sword would test for the certificate for Thissen Construction and Tim Thissen's application would be withdrawn. Randall Wick of R.C. Wick Construction submitted an application for a Class C-01 License and Certificate. Boardmember Johnson noted that Mr. Wick was short references for a Class C-01. Mr Wick was asked if he needed a C-01 or, with the references received, would he consider a different class. Mr Wick stated he needed a Class C- 01 and would gather more references with commercial experience. The appeal was tabled. Jim Taylor of Taylor Construction submitted an application for a Class C-01 License and. Certificate. Mr. Taylor was informed he needed more letters of reference with Class C-01 work experience. Boardmember Johnson made a motion to table this application, Boardmember Sutton seconded and it was passed. Mr. Taylor indicated he will bring in more references. Matthew Boyd of M. & M. Boyd Inc. submitted an application for a Class B license and certificate. The Board told Mr. Boyd he was short one reference for a Class B license. Felix Lee had been in contact with another reference, Mr. Larry Frame. After discussing his other references and resume, it was decided that when the reference was received from Mr. Frame and was acceptable, Matthew Boyd would be eligible to test. Boardmember Sutton made the motion, Boardmember Johnson seconded and it was passed. Joe Frye of Vaught -Frye Architects submitted an application for a Class D license and certificate. Mr. Frye stated he has many years experience with interrupting and understanding the UBC codes and k asked to be exempt from taking the test. Boardmember Sinnett made a motion to accept Joe Frye's application and waive the test. Boardmember Cotterman seconded and the motion passed. Bob Peterson of Associates in Building and Design submitted an application for a License and Certificate for Class D and E. Questions were asked of him with regard to some of the references he has provided. He has experience in the small town of Holyoke, Colorado. The Board felt there were not enough references for class E work. The Board asked that he acquire one more reference. Mr. Peterson stated that the lumber yard owner in Holyoke had first hand knowledge of his work on two houses and would get a reference from him. Boardmember Guerrie made a motion to table this application until the last reference was received, Boardmember Sutton seconded and the motion carried. Drew Masters of Larimer County submitted application for a Class B certificate. Felix Lee informed the Board that as long as Mr. Masters was working for Larimer County, the city has no jurisdiction with regard to obtaining permits and inspections. Mr. Masters stated he would like to have his certificate for personal reasons. Boardmember Allison stated that for a Class B certificate Mr. Masters would need to supply the Board with two more references, one not being his current employer, and proof of insurance. Boardmember Sutton moved and Boardmember Johnson seconded that until Drew received more Class B references his application be tabled. The motion carried. Paul Harder of Harder Construction submitted application for a Class C-02 license. His references reflected Class D work and the Board recommended that he test for a Class D license. Mr. Harder agreed a Class D would be acceptable. Boardmember Johnson motioned and Boardmember Guerrie seconded he test for a class D license, the motion carried. Doug McCarthy of Kelco Development submitted an application for a Class B license and certificate. All references were in and complete. Boardmember Johnson motioned that he be approved to test for a Class B license, Boardmember Cotterman seconded. The motion carried. Felix thanked Charles Cotterman and Harry Cornell for their input with the Joint Committee on Accessible Housing. A draft was handed out to all Board members regarding the status of the proposed code change. Motion was made to adjourn by Mike Sutton, seconded by Doug Johnson. Motion carried. Next meeting will be held in the 281 North College conference room on March 28, 1991. The Board will discuss the continued use of the facilities at the 281 North College conference room rather than Council Chambers at their next meeting.
