The minutes of the September meeting were approved with one
correction.
James Speigelberg, Speigelberg Lumber and Building Company, Inc.
appeared before the Board. Acting Board president Doug Johnson
stated per the experience verifications received, Mr. Speigelberg
was still short references for Class A work. Boardmember Cotterman
asked Mr. Speigelberg if he anticipated Class A work in Fort
Collins. Mr. Speigelberg stated when they applied for the license
in June they were anticipating the Albertson remodel job.
Boardmember Cotterman asked Mr. Speigelberg if he was familiar with
the Fort. Collins amendments. Mr. Speigelberg stated he was.
Boardmember Sutton stated by looking at the complex work completed
by Speigelberg, there was no doubt he had the experience for a
Class A license. Board president Johnson stated that he could
forego the five references and accept the portfolio submitted by
Mr. Speigelberg. Boardmember Cotterman moved to accept James
Speigelberg for Class A testing for license and certificate.
Boardmember Sutton seconded the motion. Yeas: Johnson, Sutton,
Goldrich, Cornell, Cotterman. Nays: Guerrie The motion passed.
Denny Meyer appeared before the Board requesting a Class B license
and certificate. Boardmember Sutton asked Mr. Meyer the purpose for
obtaining a Class B license. Mr. Meyer stated he owned his own
company. He had worked for Neenan and Co. as a project manager,
worked with sub -contractors, did negations, draws, change orders,
financing, was a site supervisor and had supervisors report to him.
Boardmember Sutton moved to accept Denny Meyer for Class B testing
for license and certificate. Boardmember Guerrie seconded the
motion. The motion passed.

Jim Manion, Manion Homes appeared before the Board applying for a
Class C-02 license and certificate. Boardmember Johnson asked Mr.
Manion if he had additional references he could acquire with multi-
family experience. He stated he could contact the architect and
engineer on the condo project he did in Frisco. Boardmember
Goldrich asked Mr. Manion if he would be comfortable with a Class
D license and certificate. He stated he would. Boardmember Sutton
moved to approve Jim Manion for Class D testing for his certificate
and license. The motion passed. After further discussion by the
Board and the applicant, another motion was made. Boardmember
Sutton moved to allow Jim Manion to test for a Class C-02 license
and certificate but no license or certificate be issued until three
additional experience checks were received and approved by staff.
Boardmember Goldrich seconded the motion. The motion passed.
Marc Middel of Melamarc Enterprises, Inc. appeared before the Board
applying for a D and E license and certificate. He stated he
presently does not hold a license as his company has been building
in Larimer County and in Loveland. Boardmember Sutton asked Mr.
Middel if he was a supervisor on the job site. Mr. Middel stated he
was involved daily with the construction site. He stated the reason
for wanting the license in Fort Collins was his partner primarily
works out of Loveland and Mr. Middel will primarily work out of
Fort Collins.
Boardmember Cornell moved to approve Marc Middel for testing for a
D & E license and certificate. Boardmember Cotterman seconded the
motion. The motion passed.
Jeff Darrah's application was presented before the Board for Class
C-01 license and certificate. Boardmember Goldrich moved to deny
Jeff Darrah for a Class C-01 license and certificate for lack of
experience references. Boardmember Sutton seconded the motion. The
motion passed.
Randy Larsen, partner of Schofield appeared before the Fire Appeal
Board. Boardmember Goldrich stated it appeared to him that when
the owner puts in an extinguisher in the basement corridor it gets
stolen. Randy Larsen stated one way to take care of the problem
would be to put a fire extinguisher in each storage unit. Warren
Jones stated another solution would be to put in a cabinet with
glass to break in case of emergency. Boardmember Sutton stated it
appeared both parties were willing to work on the issue.
Boardmember Goldrich moved to direct both parties to work together
to solve the problem with both parties accepting of the solution.
Mr. Jones stated in the past the Board has made such a decision and
if the problem cannot be resolved, the parties will again appear
before this Board. Boardmember Johnson seconded the motion. The
motion passed.

OTHER BUSINESS
Felix Lee mentioned as in years past, the City Council needs a work
plan for this Board. Felix will put that together and include in
it:
a) license of contractor hearings
b) appeals
c) UBC 191 adoption of portion of new codes
d) adopting of new licensing procedures
If any Boardmember has additions to the work plan, contact Felix
before November 15, 1991.
Meeting was adjourned. Next meeting, Felix will invited Paul
Eckman to discuss the draft of licensing ordinance proposed by
Felix.
