Steve Ferguson requested an upgrade from a Class B license/certificate to a Class A license/certificate. Mr. Ferguson passed the State Class A certi- ficate holders' exam and is requesting waiver of testing. Mr. Ferguson's file was submitted without current references. The Board asked for current references and tabled the matter until they could be provided. Randal F. King applied for a Class A certificate holder for Gethman Con- struction. The references in Mr. Kings file did not show Class A exper- ience. Boardmember Sinnett made a motion to deny the Class A application due to lack of references but to allow Mr. King to test for the Class B certificate. Two additional Class B references will have to be provided for approval. The motion was seconded by Boardmember Baker. Motion car- ried. Carl W. Smith, Hughs/Smith, Inc. was approved for a Class B license/certificate. His Class A application was denied because no Class A references were submitted. Class B applicant, Mike Reyher, was approved to renew his license/ certifi- cate with waiver of testing. Mr. Reyher's license/certificate expired and he had already tested. Jerald M. Norris asked to appear before the board to request an upgrade from a Class C license/certificate to a Class C-01. He prefers not to go through all of the additional paperwork and the Class C test that he took is now being given as the C-01. His request was unanimously approved by the Board because commercial experience was already on file. Class C-01 applicant, Dennis Wilmoth, was approved for a Class D license/ certificate based on the letters submitted in his file. All references were residential, not commercial. .1 • G Building Review Board Minutes Page 2 David L. Griess was approved for a Class D license/certificate. Gary D. Morris, Sr. applied for a Class C-01 license/certificate. Refer- ences did not respond. Mr. Morris had four references in his file and decided the apply for the Class D license/certificate which only required three references. At the meeting he informed the Board that he did not want the Class D category. He wanted the Class C-01 so that he could build his own office building and warehouse. The Board said that his four references referred to single family and multi -family experience, not com- mercial. Mr. Morris told the Board he had no commercial experience. The Board suggested that Mr. Morris take the Class C-02 license/certificate which would allow him to build multi -family structures and upgrade after one year. Mr. Morris felt that a one year time frame may prove to be a problem. The Board assured him that he could come back at any time, but cautioned him that the upgrade would not be automatic, but depend on the experience gained in that time frame. Boardmember Baker made a motion to approve Mr. Morris for a Class C-02 license/certificate pending receipt of the fifth Class C-02 reference. Staff will review the reference. The motion was seconded by Boardmember Allison. The motion carried unani- mously. Other Business. Staff Liaison Felix Lee discussed appeal procedures with the Board. He mentioned conduct while serving on the Board and attendance. Boardmember Conard has missed four meetings that are unexcused absences. Mr. Lee recommended that Chairman Trampe contact Mr. Conard and see if he is still interested in serving on the Board or whether he would rather resign. Boardmember Jairam has asked for excused absences until May. He is taking a class at CSU on Thursdays. The Board discussed reciprocity in City testing, establishing guidelines, up -grading of licenses and other Board procedures.
