The minutes of the April 28, 1988 meeting were unanimously approved.
Class A applicant, G. Douglas Goodman for Haseldon Construction,
applied to the Board for a certificate. Mr. Goodman's file had only
one Class A reference. Boardmember Sinnett made a motion to deny Mr.
Goodman's request for a Class A certificate due to lack of Class A
references. He did however, make a motion to approve Mr. Goodman to
test for a Class B certificate. The motion was seconded by Boardmem—
ber McCaffrey. Boardmember Jairam said that he felt it was a conflict
of interest for him to vote on any Class A license or certificate
applicant because he holds a Class A license/certificate and it could
appear that he is trying to limit the competition. He chose to
abstain from voting on the Class A applicants. Boardmember McCaffrey
said if that were true, the problem would also exist for Boardmembers
Allison, Johnson, and Sinnett. Boardmember Jairam agreed that it
should apply to all Boardmembers who are contractors. Boardmember
Trampe said that all of these issues had been discussed at Council
before the decision to combine Boards. If anyone had a problem, they
should have been at this meeting to air their views. He suggested
that the discussion end and business at hand proceed. Boardmember
Trampe called for a vote. Yeas: Allison, McCaffrey, Sinnett, Trampe,
Cornell. Nays: None. Abstention: Jairam.
Ed Haseldon/Haseldon Construction was approved for a Class A license/
certificate with waiver of testing approved. Boardmember Jairam
abstained from voting.
The following Class C-01 applicants were approved: Marlin Glantz;
Paul T. Adolph/R.A.S. Builders (waiver of testing approved); Robert
Troendly/Troendly Construction (Boardmember Trampe felt that Mr.
Troendly's references all reflected framing experience and voted no.)
Buckley Graybill, Graybill Construction was approved to test for a
Class D license/certificate.

Larry Higbee, Construction Services appeared before the Board request-
ing a Class D license/certificate. Most of Mr. Higbee's references
showed framing experience only. The Board asked Mr. Higbee if he
could provide references on single family construction where he was in
charge of the job. Mr. Higbee said that he could get those references
from Montana. Boardmember Allison made a motion to approve Mr. Higbee
to test for the Class D license/certificate but before issuance of the
license, he will need to provide two single family references to the
Board for review. The motion was seconded by Boardmember McCaffrey.
Motion carried.
OTHER BUSINESS - Carl Cary dba C.L. Cary Roofing was before the Board
to have license reviewed for possible suspension. Felix Lee explained
to the Board that Mr. Cary had reroofed three addresses (118 W. Horse -
tooth Road, 546 Willow St., 3918 Lynda Lane) without obtaining per-
mits. Mr. Lee hand delivered the attached letter on the 17th of May
to Mr. Cary notifying him of suspension of his roofing license until
the Board could take further action. Mr. Cary told the Board that he
had not taken permits on these jobs and that on some of the jobs, like
Lynda Lane, there was a question on whether it was even in the City
limits. The other were just missed. It was not intentional and he was
not trying to cheat the City. Mr. Cary told the Board that he was
sorry and asked if he could possibly offer his roofing expertise to
the Building Inspection Department and offer them some classes on
metal flashing or help them with any other roofing problems they might
be having. His services would be strictly voluntary. Boardmember
Trampe asked Attorney Paul Eckman if he had any comments. Mr. Eckman
said that suspending the license was certainly within the purview of
the Board but asked what action the Board had taken in the past.
Boardmember Trampe said in the past individuals had been placed on
probation for a period of time..; Boardmember McCaffrey made a motion
to invoke a one year probation period and if there are no violations
within the probation time frame, it will be discontinued.
Boardmember Cornell seconded the motion. Motion carried.
