The minutes of the May 26, 1988 meeting were unanimously approved.
Class B applicant Dennis Wernsman, Landmark Builders, was denied a
license/certificate. Mr. Wernsman's references were mostly in the
Class C-01 category. Two of his references were Class B. Boardmember
Jairam made a motion to approve Mr. Wernsman for a Class C-01
license/certificate based on the references provided. If he would
rather have a Class B license/certificate, he must provide three more
Class B references. The motion was seconded by Boardmember Allison.
Motion carried.
Mark Goldrich applied to the Board for a Class C-01 license/ certifi-
cate. All of Mr. Goldrich's references applied to earthwork. When
the Board asked the applicant about larger project references, he
stated that his experience is in drywall, estimating, dirt work and
has also been involved in total construction of projects. Boardmember
Trampe asked if he could provide references for that experience. Mr.
Goldrich implied that he could. He told the Board that he was an
instructor at Voc Tech and had to answer many questions regarding
licensing. He decided to go through the process of licensing so that
he could better relay that information to his students. Boardmember
Conard made a motion to approve Mr. Goldrich to test for the C-01
license/certificate. However, license/certificate will not be issued
until five Class C-01 references are reviewed by the Board. The
motion was seconded by Boardmember Baker.
James Kline was approved for an upgrade to a Class C license/ certifi-
cate two years ago. He tested, failed and never retested for this
license. Since the Class C license no longer exists, Mr. Kline was
asked to re -apply. Boardmember Conard had a problem with all of the
reference coming from the same person. However Boardmember Baker felt
that there was no problem with the upgrade to a C-01 and made a motion
to that effect. Mr. Kline will be able to test for the C-01 but issu-
ance of the license/certificate depends upon three additional refer-

ences submitted for the Board's approval. Vote - Yeas: Sinnett,
McCaffrey, Trampe, Baker, Conard, Jairam. Nays: Allison. Motion
carried.
The following Class D applicants were approved to test: Herbert Bell,
H. R. Bell Construction, Dennis DeRemer, Latimer County Voc-Tech, and
John Merriam.
David M. Green, Metro Fixtures Contractors, Inc. was approved for a
Class E license/certificate. The testing was waived based on appli-
cant passing the State Class A Certificate Holder's Exam.

Barry O'Neill with Patio Enclosures withdrew his application after
Felix Lee determined a Jobbing license was all he needed.
James Matera, Straightway Contractors, Inc. applied for a Class B
license/certificate. He requested waiver of testing. Mr. Matera's
references came in the day after the deadline. Rather than delay him
for one month, his application was brought to the Board for consider-
ation. The Board thought that his waiver of testing should be denied
due to the fact that he holds Class B licenses in all of the munici-
palities. We usually accept Class A only for reciprocal exams. Mr.
Matera's reference were of the Class C-01 nature. The Board felt that
there was no Class B work in his file. Boardmember Allison made a
motion to let Mr. Matera test for the Class B license/certificate, but
five more Class B references will have to be reviewed by the Board
before issuance. The motion was seconded by Boardmember McCaffrey.
Vote - Yeas: Allison, McCaffrey, Sinnett, Trampe. Nays: Conard,
Baker, Jairam. Motion carried.
Thomas Sibbald's license was suspended by Felix Lee due to violations
of the City Code. Mr. Sibbald was summoned before the Board today, so
that the appropriate action could be determined. In giving a brief
overview to the Board, Felix Lee stated that finance had notified him
that the check for fees on 3565 Windmill, Building T, had been
returned by the bank for insufficient funds. Building Inspector Elmer
Walston was asked to post a stop work order on the 17th day of June.
At the time it was posted, the framing crew left the job. On June
24th Inspector Jack Grove drove by the project and noticed that the
framers were back on the job. Finance was contacted and they verified
that the check had been run through the bank again and still wouldn't
clear. Jack Grove was asked to re -post a stop work order. Later, on
the 24th of June, Felix Lee and Inspector Dan Young hand delivered
a suspension notice to Mr. Sibbald for "willful and deliberate disre-
gard of the building code or any other code adopted by the City." and
Failure to comply with any lawful order of the Building Official.".

Mr. Sibbald told the Board that he did not receive the stop work
order. He pointed out that he has a forty acre project and the possi-
bility that he would be able to find a small stop work order posted
was not feasible. He felt that he snould have been sent a copy of the
notice or that the inspector should have come to the office and left a
copy. Boardmember Conard felt that Mr. Sibbald had a point. On the
stop work order there is a signature line for the person accepting the
stop work order. Mr. Lee told the Board that although the signature
line is there, it has not been office policy to require a receiving
signature. He went on to say that in his many years experience in
building inspection offices, he has never had a stop work order
ignored. Boardmember Conard said that policy should change to reflect
what problems had occurred today.
The majority of the Board felt that Mr. Sibbald was not supervising
the job adequately. They stressed the point that he is the person
responsible for on job supervision.
Boardmember McCaffrey made a motion to invoke a six month probabtion
period for Mr. Sibbald-s license/certificate. If at the end of this
time there are no violations, the probation will be terminated. The
motion was seconded by Boardmember Conard. The motion carried unani-
mously.
Election of officers: Ron Baker was elected as Chairman; Chris Alli-
son was elected as Vice Chairman.
The meeting was adjourned.
