The minutes of the December meeting were unanimously approved.
Dana McBride's application for a Class B license/certificate came before
the Board at the December meeting. His file held design references only,
no construction experience. The Board tabled his application until ref-
erences were submitted demonstrating construction supervision experience.
The Board said they might consider Dana for a Class D license/ certifi-
cate, but would wait to talk to the applicant. Dana is a Colorado
licensed architect.
Dana McBride expressed his frustrations regarding licensing to the Board.
He said his experience in construction goes back to high school which was
fifteen or sixteen years ago. Dana started out as a carpenter and tract
house development. He then went to a two year voc-tech engineering
school which trains contractors. He was given practical and field train-
ing of the actual trades from pouring concrete to installing electrical
systems. He has worked for architects and contractors. He stated his
experience is not just design experience. It lies in the design through
construction. He feels it is a fine line between supervising and observ-
ing which is a requirement on many of his contracts. As an architect, he
is liable for what is on the drawings and what is being built. Dana felt
it is an injustice to architects to make a vast difference between design
and construction experience. If the concerns of the public are health,
safety and welfare, Dana said the City of Fort Collins would be well
served by professionals being contractors.
Dana has been employed by David Anastasio, a contractor, to do full
architectural services and they have done 2 million dollars worth of
work. Working as a team with a contractor has given him additional
insight as to what needs to done as the contractor.
Boardmember Johnson asked if Mr. McBride could come up with references
demonstrating supervision. Dana responded that his first supervisory
duties were with Jackson Hole Ski Corporation building condominiums. The
company is no longer in existence and would have proved approximately

eight months of supervisory experience. He has built a house for his
brother and worked closely with the sub -contractors, but there is no one
to verify because he has always worked for himself. Dana named several
other large projects that he has observed or supervised but didn't feel

Boardmember Baker said that he has worked in construction for many years
and just because he has observed work and has a professional license
doesn't make him qualified to be a general contractor. He told Mr.
McBride that the Board, long ago, decided to quit taking professional
licenses, either architectural or engineering, in lieu of general con-
tracting experience.
Mr. McBride asked if Mr. Baker was saying that the working experience of
an architect is worthless. Mr. Baker said no, that he hadn't said that
but felt that architectural experience had no bearing on a persons abil-
ity to be a general contractor and that as an owner he would not select
an architect to build a Class B building just because he is an architect.
Boardmember Baker reaffirmed that the Board was in the dark about all of
Mr. McBride's experience because to this point he hadn't documented any
of it for his file. If it were documented the Board would have no prob-
lem in approving Mr. McBride for a Class B license/certificate. Dana
described several large projects that he is now working on which require
presence on the job site. Boardmember Johnson asked if Mr. McBride would
be satisfied with a Class D license/certificate until he could provide
references showing Class B experience. Mr. McBride said that would be
fine. Boardmember Johnson made a motion to approve Dana McBride for a
Class D license/certificate. The motion was seconded by Boardmember Cor-
nell. Motion carried unanimously.
Michael J. Weinland was approved for a Class C-01 license/certificate.
Rick Armitstead applied to the Board for a Class D license/certificate.
Rick has worked for Tri-Trend for the past 8 months as a framer. All of
his other experience was in concrete. Boardmember Allison made a motion
to allow Mr. Armitstead to test for a Class D license/certificate. How-
ever, approval for that license will not be given until two addition ref-
erences are submitted. The motion was seconded by Boardmember Cornell.
Motion carried.
Poudre Fire Authority gave a presentation on the hazards of underground
fuel storage tanks. They requested the Board's endorsement of proposed
fire code amendments to improve underground storage tank safety that is
going to Council next week. After Council approval, Poudre Fire Author-
ity will come back to Building Review Board with more detailed explana-
tions on the proposed licensing. The Board voted unanimously to endorse
Poudre Fire Authority's proposal on underground tanks.
Felix Lee brought a draft of the proposed regulations on natural gas
fireplaces that will be going to Council on the 7th of February. He
pointed out that this was just to keep the Board apprised of the proposed

regulation, not to ask for their approval. He pointed out that this
would not affect any existing units, only prohibit new wood burning fire-
places.
Felix also reported that he is not �avirn any luck recruiting code chance
committee members. Ted Beers was the only volunteer responding from the
newsletter that was sent out. He asked that one board member volunteer
to serve. Harry Cornell volunteered to serve on the code change commit-
tee.
The meeting was adjourned.
