Aldrich applied to the Board for a Class A license/certificate for Cholla Construction. Fred Schmidt had previously applied for the license/certificate. Although he is approved for a Class C-01 license, his inability to pass the exam has caused problems with obtaining the certificate. Mr. Aldrich was not present to explain to the Board why he needed the license when Cholla Construction already has that. Therefore, based on his experience, the Board approved Don E. Aldrich for a Class B certificate only for Cholla Construction. Gerald A. Lauby applied for a Class A license/certificate. The Board indicated they saw a lot of good Class B experience, but no experience over five stories (the A category). Based on that, the Board approved Gerald A. Lauby for a Class B license/certificate. Class C-01 applicants, David C. Black, Pioneery Group and Sandy T. Willison, Starwood C/M, Inc., were both approved for licenses and certificates. Roger Stonecipher, A-1 Construction, has had a restricted Class D license/certificate. At the time he was approved, his references were not sufficient for new construction. The Board allowed Mr. Stonecipher to test but conditioned the license to remodels only. Mr. Stonecipher was asking that the restriction be dropped at this time. Boardmembers reviewed the references and voted to eliminate the restriction. Mr. Stonecipher will not be required to retest. Michael Rossi - Rossi Construction, applied for a Class D & E license/certificate. Boardmembers felt Mr. Rossi had enough BRB Minutes March 29, 1990 Page 2 references for the Class D license/certificate but still wanted to see two more for the Class E license/certificate. Mr. Rossi can go ahead and test, but the Board will review references before issuance of license. OTHER BUSINESS All contractors licensed in the City of Fort Collins were sent notices inviting them to attend a meeting discussing proposed changes to the 1988 Edition of the Uniform Plumbing Code, Uniform Mechanical Code, the Uniform Building Code and the 1990 National Electric Code. Felix Lee explained how the code review committee worked and solicited public comments. Several members of the construction community questioned areas of the code. The proposed change to reduce maximum allowable spacing in guardrails from 6-inches to 4-inches was discussed. Code committee members explained that the new provision is based on a national study that found a large portion of the child population under ten years old can pass through the current larger spacing criteria. Among the other new proposals receiving comments were the updated specifications for energy conservation practices, new requirements for guardrails or protective grates over exterior stair wells and window wells deeper than 48-inches, and requiring vapor barriers over exposed soil in crawlspaces and caulking joints in basement floors to deter possible radon from entering occupied interior spaces. Reduction of sill height in egress windows was discussed and explanation was given that some degree of consistency between jurisdictions is trying to be achieved. 44" is the requirement in Loveland, Larimer County and Weld County. Felix Lee explained the R-38 requirement in ceilings as a requirement of the Model Energy Code that is a policy now and this is just putting it in writing. This would eliminate the insulation around foundations. There are other options that can be used, such as calculations can be submitted. Dan Kellogg asked consideration of adopting Appendix Chapter 32 that regulates roofing repairs. Felix Lee indicated Chapter 32 has been used as a guideline and maybe it is time to adopt. It was decided there will be a special meeting of the Building Review Board on April 12, 1990 at 8:00 a.m. in the CIC Room between the code review committee and the Building Review Board. At 10:00 a.m. it will move to the Council Chambers for a public meeting.
