BUILDING REVIEW BOARD
May 31, 1990 - 9:15 a.m. - Council Chambers

The minutes of the April 26, 1990 meeting were unanimously
approved.
REVIEW OF CLASS B APPLICANT
Michael D. McKesson, Facilities Engineering, Inc. applied for a
Class B license/certificate. All of his references were in the
Class B category and Mr. McKesson had proof of testing in Aurora.
Boardmember Johnson made a motion to approve Mr. McKesson,
Facilities Engineering, Inc. for a Class B license/certificate with
waiver of testing approved. The motion was seconded by Boardmember
Bontz. Motion carried unanimously.
REVIEW OF CLASS C-01 APPLICANTS
Howard Stimely, Phase Two Company, applied for a Class C-01
license/certificate. Mr. Stimely already holds a Class C-02 and
E license/certificate and was requesting an upgrade to a higher
license. Boardmember Allison did not see any Class C-02 experience
in Mr. Stimely's file and felt the tenant finish experience was
limited. He said usually an applicant has shown sufficient
experience in the Class they currently have before an upgrade is
considered. Since that is not the case, he said he would like to
consider Mr. Stimely's application as an entirely new application
instead of an upgrade. Looking at it as a new application, there
is no C-01 experience (structural commercial). Boardmember Johnson
agreed with Mr. Allison and made a motion to deny Howard Stimely,
Phase Two Company the Class C-01 license/certificate. The motion
was seconded by Boardmember Bontz. Motion carried unanimously.
Don Flachman, Classic Services, Inc., applied for a Class C-01
license/certificate. Boardmember Allison abstained from voting due
to a possible conflict of interest. This created lack of a quorum.
Mr. Flackman's file was tabled until next month.

REVIEW CLASS D APPLICANTS
Anthony Campana, Campana Homes, applied for a Class D
license/certificate. Mr. Campana Is references were not clear to
the Board. They couldn't tell whether they were for new
construction or remodeling and whether the remodeling was
structural or not. Boardmember Johnson made a motion to approve
Mr. Campana to test but need to see additional references that are
either entire single family projects or show structural remodels.
Roger Hass was present at the meeting. His name was not on the
agenda but members decided to consider his file anyway.
Boardmember Johnson made a motion to approve Mr. Hass to test but
would like to see one addition reference before approval of the
license/certificate. The motion was seconded by Boardmember Bontz.
Motion carried unanimously.
OTHER BUSINESS
OPEN MEETINGS - Boardmember Cotterman said there was a discrepancy
between the first and second memo sent by the City Attorney s
office. He asked that a member of the City Attorney's office come
to the next meeting to clear up some questions, including what is
meant by "best interest test". Debbie will call and schedule an
attorney for the next meeting.
