BUILDING REVIEW BOARD
MINUTES
July 26, 1990 - 9:15 a.m. - Council Chambers

The minutes of the June 28, 1990 meeting were unanimously approved.
Class D applicant Scott Skeen was approved to test for a license/
certificate.
Russell John Weber applied for a Class D certificate for Tri-
Trend. After reviewing his references the Board felt his
experience was light. Members said they would like to see him
present at a meeting to explain his references. They thought that
they may be more extensive than they appear. Boardmember Johnson
made a motion to deny the variance. The motion was seconded by
Boardmember Cornell. Motion carried 5-0.
Don Flachman was already approved for Class D license/certificate
at the June meeting. He tested and failed in July. He would like
to be approved for a Class E license/certificate and then he could
test for both at the same time. The Class E license/certificate
would be used in conjunction with the Class D license/certificate.
Boardmember Cotterman said he wished Mr. Flachman was present to
answer questions. Boardmember Johnson made a motion to approve Mr.
Flachman for a Class E license/certificate. The motion was
seconded by Boardmember Sutton. During discussion Mr. Flachman's
experience was still questioned as it had been at the May and June
meeting. It was pointed out that the Class E category is non-
structural commercial remodeling. Mr. Lee said the tests are
completely different; the Class D test covering single family and
duplex construction and the Class E test covering exiting, fire-

ratings and classifications of commercial structures. Vote- Yeas:
Johnson, Cornell, Sutton. Nays: Cotterman and Bontz. Motion
carried 3-2.
The meeting was adjourned.
