HomeMy WebLinkAboutBuilding Review Board - Minutes - 08/30/1990w BUILDING REVIEW BOARD Minutes August 30, 1990 - 9:15 a.m. - Council Chambers MEMBERS PRESENT: MEMBERS ABSENT: STAFF PRESENT: Chris Allison Doug Johnson Charles Cotterman Michael Sutton Dennis Sinnett Harry Cornell Tony Bontz Vince Guerrie Debbie Zeigler Felix Lee The minutes of the July 26, 1990 meeting were unanimously approved. Russell John Weber's application had been denied at the July meeting because his references did not represent structural experience, mostly trim work. Mr. Weber appeared before the Board to explain his references. He said when applying he had misunderstood and only provided recent experience. Mr. Weber stated in 1979 he built twenty homes at the corner of Shields and Harmony. Mr. Weber said he worked for a contractor in Rock Springs that specialized in store fronts providing him with commercial experience. Mr. Weber said he later built two homes for Erickson Construction and three units of a six-plex for Wyman Burke in Denver. He stated he has done a lot of framing and trim work but has experience in all parts of construction. He is now the plant foreman for Tri-Trend. Boardmember Cotterman asked what position Mr. Weber held with Erickson and Tri-Trend. Mr. Weber said he did the exterior trim and roofing at Erickson, and at Tri-Trend he started framing and roofing. Now in the foreman position, Mr. Weber says he supervises home construction from start to finish. Boardmember Sutton asked how much site specific work Mr. Weber did. Mr. Weber told the Board there is a special crew that attached the house to the foundation. Mr. Weber said he only builds porches and garages on the site. Boardmember Cotterman made a motion to approve Mr. Weber to test for the Class D certificate holder. The motion was seconded by Boardmember Johnson. Motion carried unanimously. Richard W. Garhart, Choice City Builders, applied for a Class D license/certificate. Boardmember Allison noted that most of Mr. Garhart's experience had been siding and framing. Boardmember Sinnett asked how he could graduate from CSU in 1989 and still have 8 years of construction experience. Mr. Garhart said he had worked part-time and during summers. According to Mr. Garhart, Perry J U BRB Minutes August 30, 1990 Page 2 Colbank, Mr. Garhart's partner, has commercial experience and has worked for Geneva Homes for five years. Mr. Garhart. wants to have the license. and certificate in his name. He said they have been approved for a loan in the new Springfield Subdivision and are planning on building a ranch style home. Boardmember Bontz said he appreciates Mr. Garhart's education but his experience seems low in dealing with sub -contractors. Mr. Garhart said he was in a construction vocational program at Evergreen High School and was involved in construction of three houses from the ground up. Mr. Garhart said he took part in all phases of construction on these homes. He also worked as lead carpenter with Richter & Sons and handles all other phases of construction while employed by them. He feels his only weakness in the construction area is concrete. Boardmember Cotterman noticed that the applicant had been self- employed for two years and wondered what business experience he had. Mr. Garhart said he had learned money management, and bidding jobs. He also said he had dealt with sub -contractors and has proven himself to be financially reliable by clearing all outstanding accounts with Wickes, UBC, A-Z Rental, and Taylor Rental. Boardmember Sinnett made a motion to approve Mr. Garhart to test and approval be contingent upon receiving two additional references. Boardmember Bontz also asked that one of the references be from Richard Dunn at CSU. The motion was seconded by Boardmember Johnson. The motion carried unanimously. The Board tabled the application of Tim Von Tersch, Lifestyle Homes, for a Class D license/certificate. Several members had questions of Mr. Von Tersch and asked that he try to be present at the next meeting to answer them. The meeting was adjourned.
