HomeMy WebLinkAboutBuilding Review Board - Minutes - 02/26/1998.- BUILDING REVIEW BOARD REGULAR MEETING February 26, 1998 1:OOPM Council Liaison: Ann Azari II Staff Liaison: Felix Lee Chairperson: Mike Sutton 490-2161(w) 221-5641(h) Prior to the Public meeting, Mayor Ann Azari met with Board members to solicit any concerns or issues facing the Board. The regular meeting of the Building Review Board was held on Thursday, February 26, 1998 in the Council Chambers of the Fort Collins Municipal Building. The following members were present: Sutton, Cotterman, Hansch, Brown, Kreul-Froseth Members absent: Fisher Staff members present: Felix Lee, Building & Zoning Director Carol Goff & Karen Bross, Building & Zoning Admin. Support The meeting was called to order by Chairperson Sutton. The minutes of the January 1998 meeting were approved. APPEALS: Doug Peterson, Peterson Design & Building, holds a C2 license and is requesting a one-time variance to construct a minor non-residential storage. Appeal was approved. Doug Peterson addressed the Board and stated he wanted to build a commercial 20 x 40 storage building, which his current license would not allow. It would be a one-time project. He doesn't yet have the experience to upgrade his license. Cotterman asked if it was used for storage only, or whether there would be people working there also. Sutton asked if it was to contain flammable materials. Kreul-Froseth asked if it was any different than residential construction. Peterson responded no to all the above questions. Kreul-Froseth made a motion to approve Peterson to build this one-time commercial storage building. Cotterman seconded the motion. BRB February 26, 1998 Page 2 VOTE: Yeas: Cotterman, Kreul-Froseth, Brown, Sutton, Hansch Nays: Other Business: Under item C: Proposed Amendments and Deletions to the `97 UBC (2/6/98 Draft) Board and Code Review Committee member, Brown made a brief statement about the meetings of the Code Review Task group. Overall he thought it went very well. Code Review Committee member John Meleski made several statements regarding Class A and Class C roofing. He stated that what was proposed in the 1997 Building Code is a repeat of the Class A roofing ordinance. He related information about the former Fire Marshal stating concerns about residential buildings that had wood shingled roofs, and that they were a fire hazard. Meleski said the Fire Marshal told the Council the Pingree Campus Fire would never have occurred, or wouldn't have done the damage it did, if it didn't have wood shingles on the roofs. Meleski stated it was reported to the Coloradoan that the shingles were changed to Class A shingles some 6 years previously to the fire. Meleski stated the former Fire Marshal reported that a Class C wood shingle would not provide the fire protection that a Class C mineral surface shingle, and that the fire proofing treatment, if left to nature, would not provide the required protection. He continued, noting that nationally recognized testing found that treated wood shingles exceeded the Class C criteria after the accelerated weathering test, which simulates many years of exposure to the elements. Meleski asked the Board to vote on this specific item in the code: The BRB is authorized to approve materials of equal quality, equal fire resistance without a specific appeal. He commented further that the 1997 Building Code gives authority to the Building Review Boards around the country, but the City Attorney and Felix Lee decided to change it so that Council wouldn't have to address the question of the Board's authority because of a proposed local amendment that is different than the 1997 Code. He asked the Board if they were approving Felix Lee's changes to the Building Code. Cotterman asked Meleski if he wanted wood shake Class C shingles to be equal to mineral Class C and apply for residences only. Meleski replied he wanted Class C wood it to be recognized as equivalent to Class C mineral roofing for any type of roof. Sutton asked if he was asking for a recommendation from this Board to the Council in the process of adopting the 1997 Code on these 2 issues. Sutton added that the BRB was advisory only to the Council. Meleski stated that was correct, and he was aware that the Board no longer has to vote on these issues. BRB February 26, 1998 Page 3 Sutton asked those who wanted to come forward to make comments, about the proposed code and amendments. Presentations were made by the following roofing contractors: Brett Harris from Mile High Roofing materials Norm Brown from Brown Roofing Bob Mallard from Kessler Roofing Iry Hemeon from Irv's Roofing Jim from Schroeder Roofing Dale Kirkley from Choice Roofing Donovan Mitchell from A Roofing Co. The issue was that it will be written in the 1997 Code Amendments that asphalt shingles need to be attached with 6 nails, instead of 4 nails. Most of the contractors felt that it was not necessary. Kreul-Froseth made a motion that the BRB's recommendation to Council is to have a more complete, more enforced roofing inspection policy, so to keep a handle on quality to a greater degree. And further, the BRB is not recommending a change of code for asphalt shingle application. Jim Brown seconded the motion. VOTE: Yeas: Cotterman, Kreul-Froseth, Brown, Sutton Nays: Lee stated he is seeking a recommendation on the entire code package at this meeting, or calling a special meeting to do so. Board members decided on a phone poll to see if any Board members have any issues that require a special meeting. Otherwise members will submit any comments to Building & Zoning. Lee recommended that the Chairperson or any other Board member be present at the Council meeting to make a statement about adopting the new Code, and any recommendations. Scott Foster, Scott Foster Construction, appealing for approval of C-2 contractor license. Scott passed the Class C-2 exam with a score of 84% and submitted additional project verification forms (will handout at meeting). B. Continuation of CECO Constructors, Bob Campbell, appeal requesting variance to apply 1997 UBC with respect to accessibility provisions in lieu of the current adopted building codes. IV.
