The regular meeting of the Building Review Board was held on Thursday, April 30, 1998 in
the Council Chambers of the Fort Collins Municipal Building. The following members were
present: Brown, Cotterman, Kreul-Froseth, Hansch
Members absent: Sutton
Staff members present: Felix Lee, Building & Zoning Director
Delynn Coldiron, Building & Zoning Admin. Support
Karen Bross, Building & Zoning Admin. Support
Administrator Lee requested that senior Board member Cotterman preside as Acting Chairperson
since Chairperson Sutton was not present.
The meeting was called to order by acting Chairperson Cotterman.
The minutes of the February 1998 meeting were approved.
BOARD DISCUSSION:
Kreul-Froseth asked Lee to highlight what the major differences are in the proposed roofing code
revisions.
Lee said that after the code review meetings and board comments, he and the Poudre Fire
representatives looked at the ordinance to see if it was accomplishing what it was intended to
accomplish and determine if improvements were needed. They felt it could be simpler and
clearer than the current ordinance and hoped to eliminate confusing provisions and time
restrictions now in place. It was the consensus of staff and PFA to, in a nutshell, revise the code
to reflect the following: limit roofing materials on new buildings to Class A or noncombustible
only, allow all Class B and C roofing materials on new single family additions indefinitely, and
allow unrestricted use of all fire rated roofing materials on any re -roofing application
indefinitely. Lee stated that the code revisions will be a lot easier to administer.

Lee also said the revisions accomplish the goal of providing safe, high quality roofs in the
community and reduce confusion in the current ordinance.
Brown asked Lee if Class A materials need to be used for reroofs.
Lee explained that any roofing material can be replaced provided they are at least Class C.
Relative to provisions for non -rated roofing, anything more than one square technically requires a
permit; so minor repairs could use non -rated roofing materials.
Cotterman clarified that any application exceeding one square would require Class C materials.
Lee stated that Class C roofing materials are fire proofed by factory treatment. Kreul-Froseth
asked if Class C materials can be visually matched to existing materials when doing an addition,
i.e., do they change color. Lee said he did not know about the aesthetics , but he was told by a
major roofing supplier that Class B & C materials have a reduced life span because the materials
go through a kiln drying process twice, but Lee could not verify the accuracy of that statement.
Cotterman inquired if anyone else would be solicited for comments on the proposed code
revisions.
Lee explained that roofing representatives were invited to today's meeting as well as to a 5p.m.
meeting tonight to discuss the code. But Lee stated that at this point, the code revisions, as they
stand will be the recommended revisions to go before City Council, unless there is major call to
change it.
Kreul-Froseth asked if Mr. Meleski had commented to Lee about the most recent changes. Lee
said he had not heard from him. The information had been mailed to Mr. Meleski on the code
revisions, but he was out of town and Lee did not know when he was to return.
Cotterman asked if the 6 nail vs. 4 nail issue applied.
Lee stated that item 41, Section 1507.5 of the revised standard explains that asphalt shingles shall
be installed in accordance with manufactures instructions for high wind areas, and with Table 15-
B-1. So, the number of nails to be used will be based on the manufacturer's recommendation.
Cotterman asked about any monitoring and increased inspections on roofing projects. He stated
that the board had previously recommended increased monitoring or inspections.
Lee said the Board's recommendations are reflected in the information to go before Council. On
new construction, there will not be a separate roofing inspection. Concerning reroofs, an in -
process inspection is required two-thirds way through the application. Lee said the department is

looking at packaging and at monitoring installation more closely.
Cotterman asked what Lee was asking from the board today.
Lee stated he was looking for some type of recommendation of the roofing code revisions.
Cotterman asked for clarification regarding Class C materials. Does it have lower longevity than
non -rated materials?
Lee said that this is what he has been told. He also stated that the trend of wood roofing
materials is on the decline and will continue to decline over time.
Brown stated that he feels the proposed code revisions are a great attempt by Lee and the Poudre
Fire Department at modifying the code.
Hansch moved to recommend the proposed roofing code revisions to City Council. Brown
seconded the motion.

Lee asked the Board for comments on the code in general to relay to the Council.
Cotterman asked if there was any changes to the requirements for spacing on hand rails. Lee said
no, it will remain the same and coincide with the model code standard.
Cotterman asked if there should be a motion to recommend the entire code package.
Lee said the Board could do that also. He explained that in his summary to council he outlines
the followingo clarification of the authority of the BRB, fee schedule modifications for projects
over 10 million, accessibility provisions, new radon standards, and the proposed roofing
revisions.
Cotterman proposed making a motion to approve recommendation of the entire code package
with the stipulation that roofing inspections are in some way enhanced.
Brown moved to recommend the code changes to the 1997 UBC and the proposed amendments.
Kreul-Froseth seconded this motion.

Other Business
Cotterman inquired about new members to join the Board since he and Sutton will be leaving at
the end of June.
Lee stated that articles have appeared in the newspaper to recruit potential members and the
deadline has been extended through May 8th. Lee asked for suggestions from the Board.
Cotterman suggested that a real estate agent be added to balance out the contractors who
participate on the Board.
Kreul-Froseth suggested contacting Al Hauck of the MTCM department at Colorado State
University.
Brown asked about attending the May 5th City Council meeting.
Lee invited all to attend.
