HomeMy WebLinkAboutBuilding Review Board - Minutes - 12/01/19940 BUILDING REVIEW BOARD December 1, 1994 1:00pm - City Council Chambers Minutes The Building Review Board was held December 1, 1994 in the City Council Chambers at 1:OOpm. The meeting was called to order by Chairman Sutton. Members present: Sutton Kruel-Froseth Cotterman Cornell Goldrich Meleski Members absent: Rudy Hansch Staff present: Felix Lee Ann Chantler Mike Pretz Paul Eckman Staff Liaison: Felix Lee Council Liaison: Ann Azari The minutes from the October 27, 1994 were approved with changes and the minutes from November 9, 1994 were approved. Rex Burns appeared before the Board requesting a Class D license and certificate. Mr. Burns stated he worked for Larimer County in the Engineering Department and supervised those who check site development plans for single family homes. Board chairman Sutton asked Mr. Burns if he was willing to stamp his houses with his Colorado Engineer stamp. Mr. Burns stated he would. Building Review Board December 1, 1994 Page 2 Mr. Burns stated he was a registered engineer with the state of Colorado, has been with the County for 22 years and has managed street improvement for the County. He has administered financing, costs and etc. for Burns Ranch, a 38 lot subdivision. There are six lots left and Mr. Burns would like to be the contractor on those remaining lots. Mr. Burns also stated he was very involved in the building of his own home. Board member Goldrich moved to approve Mr. Burns for a Class D license and certificate after successfully passing the test. Board member Cotterman seconded the motion. Board member Meleski stated he could not support this motion because he could not find a hardship. Board chairman Sutton stated that with Mr. Burns' experience, the fact that he would stamp his plans with his Colorado Professional Engineer seal, and his successful business experience, Sutton would support this appeal. Sutton stated it was this Boards role to look at alternate experience. Mr. Sutton stated this was a peculiar situation and the fact he had a State of Colorado Engineer license would suffice. A call for the vote: Yeas: Kruel-Froseth, Sutton, Cornell, Goldrich, Cotterman. Nayes: Meleski. The motion passed. Dana McBride appeared before the Board for an informal discussion on upgrading his license. Mr. McBride learned he could take the the Class B test and then submit a formal application for Class B license. Code appeal - Dennis Griffith Dennis Griffith, Young People's Learning Center, appeared before the Board. He presented a drawing of his proposal. He asked the Board to look at two proposals: 1) instead of a swinging door in the proposed wall, a pocket door be installed, and 2) fire exit/fire corridor be eliminated. Mr. Griffith stated the code states a swinging door is required for the wall separating two classrooms of the day care. He said a pocket door would be better because the toddlers wouldn't open it and hit each other with the door. Felix Lee stated by dividing the room it changes the occupancy load and then requires a second exit from each room. Exiting through an intervening door through another room must then enter a protected corridor or an exterior exit. Building Review Board December 1, 1994 Page 3 Discussion followed with regard to options that Mr. Griffith may have to remodel the child care center and stay within the guidelines of the code. Board member Kruel-Froseth stated there was no basis of a hardship and this Board was to uphold safety codes. She would not support this variance. Board member Cotterman stated the Board's job was not to redesign, but to accept or deny an appeal and he would not support this appeal. Board chairman Sutton stated this occupancy was very restrictive and health and safety are extremely important. He suggested an easy solution to Mr. Griffith that stayed within the code guidelines. He added he did not support this appeal. The 1st part of this appeal: pocket door vs swinging door. Board member Goldrich moved to deny section one of this appeal. Board member Cotterman seconded the motion. Board Discussion: Board Meleski stated the thought the pocket door was an acceptable exit door. Board member Kruel-Froseth stated the code was established and questioned whether a preschooler could open a pocket door in an emergency. Felix Lee stated the code does not accept pocket doors as exit doors. An emergency door needs to be able to open with ease, no special knowledge or become useable in a panic situation. A call for the vote: Yeas: Kruel-Froseth, Sutton, Cornell, Goldrich, Cotterman. Nayes: Meleski. The motion passed. Board member Goldrich moved to deny the second part of this appeal, making the corridor a fire corridor. Board member Cornell seconded the motion. Yeas: Kruel-Froseth, Sutton, Goldrich, Cornell. Nayes: Meleski, Cotterman. The motion passed. f Building Review Board December 1, 1994 Page 4 Proposed roofing ordinance: Fire Marshall, Mike Pretz appeared before the Board. He stated the proposed ordinance would be going before City Council for first reading December 20, 1994 and was asking for a recommendation from this Board. Discussion followed. Board member Goldrich moved to support the ordinance recommeded by staff. Board member Cornell seconded the motion. Yeas: Kruel- Froseth, Sutton, Cornell, Goldrich. Nayes: Meleski, Cotterman. The motion passed. The meeting was adjourned. Next ]testing January 26 1995 - (regular time 1:00pm - Mayor will be out of town, 11:30am special meeting has been postponed, w*Ill try in February.)
