BUILDING REVIZW BOARD
February 23, 1995
MINUTES
The Building Review Board was called to order by Chairman Mike
Sutton. Members present: Goldrich, Hansch, Meleski, Sutton,
Cornell, Cotterman. Kruel-Froseth came around 1:45pm.

The minutes from the January meeting were approved with
additions.
Randy Richardson appeared before the Board asking to upgrade his
license from a Class D to a Class C-1.
Mr. Richardson stated he has been in the construction business
since 1969. He said he taught classes in Blueprint Reading at Front
Range Community College, has had a D license for 10 years, and
reviewed some of the experience he had in construction. He stated,
based on his experience and the passing of the C test, he would
like to upgrade his present license.
Board chairman Sutton suggested Mr. Richardson obtain more
references that reflect commercial work.
Mr. Richardson stated he worked for six years in Alaska with no
license and did small commercial jobs. He added he managed the
office for his construction office in Alaska, he presently has four
employees and has been in the business of building 26 years.
It was suggested Mr. Richardson try to get references from Alaska.
Board member Goldrich moved to postpone this appeal until further
references were received. Board member Meleski seconded the motion.
Yeas: Goldrich, Hansch, Meleski, Sutton, Cornell, Cotterman. The
motion passed.
William Coulson, Cactus Development, appeared before the Board
requesting a Class C-2 license and certificate.

Mr. Coulson stated he graduated from CSU in business and presently
holds an excavating license in the city of Loveland. Mr. Coulson
stated he had experience with land development and also remodeled
a dry cleaning business into a tri-plex.
Board member Meleski moved to deny a license to Mr. Coulson for a
lack of class C experience. There was no second. The motion died.
Board member Goldrich moved to approve Mr. Coulson for a class C
license and certificate with testing. Board member Hansch seconded
the motion. Yeas: Goldrich, Hansch, Sutton, Cornell, Cotterman,
Kruel-Froseth. Nayes: Meleski: The motion passed.
Appeal: Windtrail Park L.L.C. by John McCoy, Mark Casey, Randy
Myers.
Mark Casey appeared before the Board stating they have been working
on this project over one year. The project consists of 56 units,
7 each 8 plexs, 28 units on the second story and 28 units on the
ground level, 14 one bedrooms and 14 two bedrooms.
Dave Lengel, with the Neenan Company, stated the overall concept
was that 28 units would be adaptable units. The issue is in the two
bedrooms units, the 3/4 bath would not be fully accessible,
although the other full bath would be fully accessible. Mr. Lengel
stated it was not feasible to enlarge the units and if this appeal
was not granted the 3/4 bath would be made into a walk-in closet.
Brad Massy, architect, stated the layout of this project was unique
with the 3/4 bath having a 13' clear radius inside and the
-adaptable sink. The 3/4 bath would be lacking the required clear
floor space in front of the stool and a required space for a full
grab bar.
Board member Cotterman asked if the builder could put extra
blocking in that bathroom so a grab bar could be installed if
desired. The appellants indicated they could.
Felix Lee distributed a copy of section of the code 3105(b) 2 that
states toilet facilities must comply with ANSI standards.
Board member Cotterman asked the appellants if this project had
any relationship with Affordable Housing. The appellants stated
they were seeking information and help with that issue.

Board member Cotterman stated he supported this appeal.
Board chairman Sutton stated this Board has reviewed other
appeals such as these in the past.
Diane Rehmer, chairperson of The Commission on Disability,
appeared before the Board. She stated it appeared this project
has a larger number of units than most. She added that the issue
of the 3/4 bath was a flexible one because the units already had
one full bath that was completely accessible.
Board member Goldrich moved to approve this appeal. Board member
Kruel-Froseth seconded the appeal. Yeas: Goldrich, Hansch,
Meleski, Sutton, Cornell, Cotterman, Kruel-Froseth. Nayes: None.
The motion passed.
Other Business:
Felix briefed the Board on a meeting held with the Commission on
Disability regarding the review of the local amendment 3103(a) 8,
residential accessible units.
Board chairman Sutton added the Commission will visit this issue
independently and will report back to BRB at a later date.
Mike Gebo of the Building Department offered to meet with the
Commission and suggested the sub -committees from COD and BRB meet
before reporting to this Board.
