HomeMy WebLinkAboutBuilding Review Board - Minutes - 03/29/1995i It BUILDING REVIEW BOARD March 29, 1995 Minutes Members present: Mike Sutton (arrived Harry Cornell Charles Cotterman Mark Goldrich John Meleski Rudy Hansch Members absent: Susan Kruel-Froseth Staff Present: Felix Lee Ann Chantler Staff Liaison: Felix Lee Council Liaison: Ann Azari approx 1:20pm) The meeting was called to order by vice chairman Cornell and was turned over to chairman Sutton approximately 1:20pm. The minutes from Februarys meeting were approved with a correction. Charles Crihfield appeared before the Board requesting a Class D license only. He stated he has been in Fort Collins for one year and nine months. He was in the military service for 10 years prior to that. He stated he wanted to establish Premium Homes as a entity and get a license only for his company and hire qualified certificate holders to work under him. He stated the experience he had in the military should be sufficient to obtain a contractor license in Fort Collins. Building Director, Felix Lee stated the ordinance requires the contractor must have built and completed at least three houses. Mr. Crihfield did not supply any documentation that he had built any houses. Board member Cotterman stated Mr. Crihfield needed more documentation. Mr. Crihfield stated he had to start somewhere and so he wanted his license so he could build houses. Mr. Crihfield stated he has visited with the Building Department on two occasions and via those conversations resulted in appearing before this Board. A Building Review Board March 30, 1995 Page 2 Building Director, Lee, stated he had spoken to the applicant and told him to he needed to supply project verification forms, to him he could not grant him a license with the lack of information he was supplied and if he wanted to further appeal this decision, Mr. Crihfield could appear before this Board. Mr. Crihfield again stated all he wanted to do was to establish his business as an entity and get a license, not a certificate. Mr. Lee stated again, both the license holder and the certificate holder need to supply documentation that they have built at least three houses. Mr. Crihfield said he thought this was a two step process: one step was to get the license and the other to get the certificate holder. He only wanted the license. He added that he was been using Excel Design and Build as the license holder of record on three houses he is building. Board member Cornell asked if the Board could .get some documentation from Mr. Ryan of Excell Design and Build. Board chairman Sutton stated the ordinance was very clear and very black and white. A license/certificate holder must have documented they have built at least three houses and get job verification forms from either engineers, architects or the owners. Mr. Lee reviewed the ordinance 15-156 regarding license/certificate holder requirements. Mr. Crihfield asked the Board how he could get started without a license. Board chairman Sutton stated licenses are granted on a regular basis, the City of Fort Collins is not a training ground for potential contractors and public health and safety are very important factors. He added there are numerous ways to get experience. Mr. Crihfield stated again he wanted to focus on just getting a license, not a certificate. Board chairman Sutton stated the Board looks for experience of the person. He explained that a person building a house needs the experience to be sure the house is built according to safety codes and standards. Mr. Crihfield stated the experience he had in the military as an officer should count towards that experience. I* Building Review Board March 29, 1995 Page 3 Board chairman Sutton stated again Mr. Crihfield needed three references as a project manager on three houses. He added this Board does have some leeway on looking at other experience, but Mr. Crihfield has not supplied this Board with any proof of any kind. Board member Cornell suggested the Board move on to a vote. Board member Cotterman moved to deny this appeal. Board member Goldrich seconded the motion. Mr. Crihfield stated he should be able to start his own business in this town and get a license to do so. Board chairman Sutton stated this was not a business license. A call for the vote: Abstain: Meleski, Yeas: Cotterman, Cotterman, Hansch, Sutton, Cornell, Goldrich. The motion passed. David Jestus appeared before the Board requesting a special one time license to do a building larger than 7500 sq. ft, Avert. Mr. Jestus currently holds a class C license. Mr. Jestus submitted a letter to the Board from the owner of Avert requesting that Mr. Jestus be considered for this appeal. Mr. Jestus stated the "Avert" building constructed steel and block and 2 stories. He stated he built the same building in Loveland- "Coppergate Plaza", and therefore has the experience for this size and type of building. Board member Goldrich moved to approve this appeal for a one time exemption and allow Mr. Jestus to build this one building, Avert. Board member Cotterman seconded the motion. Yeas: Meleski, Cotterman, Hansch, Sutton, Cornell, Goldrich. The motion passed. Board member John Meleski presented additional information to the board regarding the roofing ordinance. He stated the mayor requested the Building Review Board and the Poudre Fire Authority Board review the ordinance. Board member Meleski requested the Board make a motion to adopt a two page document he wrote on recommended changes to the roofing ordinance. Board member Cotterman stated he felt the document was too detailed wo make it into a motion. He further added he would like the Board to hear Mr. Pretz's (Poudre Fire Authority Fire Marshall) opinion of the changes Mr. Meleski had suggested. Building Review Board March 29, 1995 Page 4 Board member Meleski moved that the Building Review Board recommend to City Council that they amend the ordinance 189 to adopt the same ordinance as Larimer County has for Class C roofing. Board.member Cotterman asked to have the motion clarified. Board member Meleski moved that the Fort Collins Building Review Board hereby withdraw this recommendation for or approval of ordinance #189-1994 section 5-27 of the code, further the Building Review Board recommends that the City Council immediately revise this ordinance by adopting Larimer County's "Class C" roofing standard. Board member Cornell seconded the motion. A call for the vote: Yeas: Meleski, Hansch, Cornell, Goldrich. Nayes: Cotterman, Sutton. The motion passed. Additional Items: Felix said he has talked with the chairperson of the Commission on Disability and they were still working the "accessible units" issue. The meeting was adjourned.
