The Building Review Board was called to order by chairman Sutton. The minutes were
approved as presented.
Derek Sherman appeared before the Board requesting a Class D license and certificate.
He stated he had one complete home and 1/2 of another. He built his own home in New
York and gutted another and re -built it while the people still lived in it. Mr. Sherman
submitted pictures, site plans and building permits of projects he had done. He added that
he did 75% of the work himself to gain experience and to be sure the work was done right.
Mr. Sherman stated he had been in Fort Collins since 1992, had done framing, sub-
contracting work, worked on the remodeling of Poudre High School and the factory outlet
mall.
Board chairman Sutton asked Mr. Sherman what his current work load was. Mr. Sherman
indicated he primarily does remodeling, but would not like to be limited to the Home
Improvement license. Board chairman Sutton mentioned Mr. Sutton's needs might fit more
with the proposed D-2 license.

Board member Froseth agreed with Mr. Sutton.
Board member Cotterman stated Mr. Sherman was short of Class D references and
moved to deny him for a Class D license and certificate. Board member Froseth
seconded the motion. Yeas: Meleski, Hansch, Sutton, Cornell, Froseth, Cotterman.
Nayes: None. The motion passed.
Roofing Ordinance
Felix reviewed the difference options City Council would review and vote on June 6,
1996:
Option A: PFA's recommendation, allows replacement of existing
roofing with any type of existing roofing with a
class C rated material including wood for a 5 year
window.
Option B: Adopt Larimer County' roofing ordinance
Option C: Staff recommendation: indefinite replacement of any
existing roofing with a minimum of Class C material.
On new buildings Class A would still be in effect.
(Basically effects re -roofing only).
Option D: No change
Board chairman Sutton stated this Board needed to make a statement to City Council
regarding this recommendation.
Board member Cotterman stated Class A roofing material was too harsh, maybe in years
to come this may be more acceptable. He added the number of lineal miles with the City
limits and County limits may present a problem with one side of the street Class A roofing
and the other side of the street Class B. He felt the City is moving too fast and needs to
reconsider this in the future.
Board member Cornell stated the City should adopt Larimer County's ordinance. He added
the City needs to work into transition, the community is growing and we need to guard
against moving too fast.

Board chairman Sutton stated when this ordinance was first brought to the Board, the
opinion of the Poudre Fire Authority Board, and the Building Department was appreciated
and influenced this Board's decision. He added due to Mr. Meleski's research, Mr. Sutton
felt Class C treated material should be allowed, providing it passed the rating test. He said
the building industry needs some commonalities with the City and County. He added that
choice and affordability were also an issue.
Board member Hansch agreed with Mr. Sutton. He added government should not dictate
what can and cannot be used.
Board member Meleski moved to continue support for option C. Board member Cornell
seconded the motion. Yeas: Meleski, Hansch, Sutton, Cornell, Cotterman. Nayes: Froseth.
The motion passed.
Board chairman Sutton said we should draft a copy of their recommendation as soon as
possible.
License revision/additions
Felix submitted to the Board a draft of the changes to the current licensing ordinances and
an additional license, Class D-2.
Comments from the Board:
o raising the fees for the certificate holder
0 overall liked the draft, requested staff to bring number
of certificate holders to next board meeting.
o suggested getting input from other contractors, ie, not
this Board and not staff.
The meeting was adjourned.
