The Building Review Board was called to order by Vice Chairman Cornell.
The minutes from the May meeting were approved with correction.
Mr. Glover appeared before the Board requesting an upgrade of her license from a D to
a C-2.
Felix Lee explained the requirements for C-2 license and after some discussion, Mr.
Glover decided to withdraw his appeal and submit the information to the Building
Department for review.
Roofing Ordinance
Felix stated the staff is not pursuing any changes in the ordinance, it stands as was
adopted by Council. Felix reviewed the Council meeting, the vote and the options
presented.
Board member Meleski presented a flame spread test and submitted to the Board a
proposal stating the new roofing ordinance was discriminatory and fallacious.
Discussion followed.
Board member Cotterman stated this ordinance had gone as faF-as it could and the
Board should let it lie.
Board member Froseth said this Board went through the correct procedures and put
faith in the information the PFA gave them. She added maybe the PFA did not give this
Board enough information in the beginning, but this Board voted accordingly.
Board member Meleski said this ordinance was illegal.
Board member Cotterman suggested putting this on the July agenda, give each
member more time to review the proposal by Board member Meleski and discuss it
further when more Board members would be present.
Contractor Ordinance
Felix reviewed the changes and suggestions to the revised ordinance. It was suggested
to change the certificate holder fee to $25.00 yearly with no fee if the license and
certificate were renewed at the same time.
Board member Meleski moved to keep all fees the same as they were in the pass.
There was no second, the motion died.
Board member Froseth moved to access a fee of $25.00 for a certificate only, and if the
license and certificate renewed at the same time, the $25.00 would be included in the
$125.00 renewal fee. There was no second, the motion died.
Felix suggested he make the suggested changes and the Board vote next month.
The meeting was adjourned.
