HomeMy WebLinkAboutBuilding Review Board - Minutes - 09/28/1995V Building Review Board September 28, 1995 Minutes Members present: Meleski Brown Froseth Sutton Cotterman Cornell (arrived 1:30pm) Hansch (arrived 1:20pm) Staff Present: Felix Lee Ann Chantler Bruce Brown, Larimer County Weatherization Doug Swartz, Light & Power The meeting was called to order by chairman Sutton. ENERGY CODE Felix Lee updated the Board on the process of the proposed code. Doug Swartz and Bruce Brown were present to answer question and give detailed responses. Some issues discussed: o updated cost benefit chart o ASHRAE - crawl space issues o updated purposed ordinance NON-RESIDENTIAL Lee presented information to be included in the new code. He said some of the information and recommendations came from and the ASHRA 90.1 document. Felix answered questions with regard to changes in the requirements from the 1986 code to the proposed new code. A discussion was held regarding who would do the inspections, who do the plan check and who was responsible for construction. 40 Building Review Board September 28, 1995 Page 2 Board member Cotterman said he supported this code but had concerns about the monitoring and enforcing of the code. Board member Meleski moved to support the non-residential/commercial code changes. Board member Cotterman seconded the motion. Yeas: Meleski, Brown, Froseth, Sutton, Cotterman, Cornell, Hansch. The motion passed. RESIDENTIAL Lee said the proposed changes/ordinance would be going to the Natural Resources Advisory Board and the Affordable Housing Board for approval. Discussion followed. Board chairman Sutton asked if the $90,000.00 would only be available if the City adopted the new code. Lee responded that the grant does require the City adopt a revised energy code. Board chairman Sutton asked if the changes were adopted, could they then be evaluated after two years Then, if the code isn't working, then rescind proposed amendments would expire. Lee did not know if that was possible or how it would effect the grant. Lee said if the Board wanted to piece meal the code, it was a possibility, but there were codes that were more restrictive. He added that in 1997 a new model code will be reviewed and along with that, the energy code will also be reviewed. Doug Swartz said currently there is very little data available about energy information and with this grant, there would be some opportunity to learn more about the Fort Collins housing stock. He said the idea was to cover issues of training, test houses that were built before the code, test houses after the code was enforced and see if any differences were visible. Board member Brown said that energy conservation is also an issue, not just saving dollars. Building Review Board September 28, 1995 Page 3 Board chairman Sutton asked the Board to re -visit the motion from last month to not support the proposed code. Bruce Brown, Larimer County Weatherization Department, appeared before the Board. He said the attempt with the code update is for people to build better homes for future generations and that the proposed update does not go far enough. He said if the code were passed it would set expectations and also provide training on how to meet those expectations. Mike Smilie, contractor with Woodcraft Homes, appeared before the Board. He said he took issue with the economic data presented. He said using the entire proposed energy code he could not see a 50% savings. He said the house he built tested at 80% without the proposed energy codes. He added the only people who benefit from this code update would be the people who do the scoring and those who do the inspections. Board member Cotterman moved to recommend the proposed energy code and rescind the previous motion (from last month). Board member Brown seconded the motion. Yeas: Brown, Froseth, Sutton, Cotterman, Cornell. Nays: Meleski, Hansch. The motion passed. ELECTION OF OFFICERS Chairman: Mike Sutton Vice Chairman: Rudy Hansch The meeting was adjourned.
