HomeMy WebLinkAboutPersonnel Board - Minutes - 11/16/2004PERSONNEL BOARD MINUTES November 16, 2004 12:00 P.M. 215 North Mason Conference Room 2-D Council Liaison: Ray Martinez, Mayor Staff Liaison: Rick DeLaCastro, Human Resources Director Board Chair: Valerie Remington Board Members Present: Valerie Remington, James Lyall, Peter Shostak, Sid Simonson Excused Absence: James Alderden City Staff Present: Rick DeLaCastro, Human Resources Director Wendy Williams, Interim Administrative Services Director Joan Busch, Admin Support Supervisor (Recorder) Others Present: Mike Gress, Poudre Fire Authority Call to Order Chair Valerie Remington called the meeting to order at 12:10 p.m. The Chair confirmed that a quorum was present. Approval of Minutes Peter Shostak moved that the September 21,2004 minutes be approved as written. James Lyall seconded. Motion passed unanimously (4-0). III. Personnel Board Recruitment Rick DeLaCastro advised that the City Clerk's office has not received any applications for the Personnel Board at this time. The Charter calls for five members. As of January 1, 2005 there will only be three members, which is still a quorum. The City' Clerk's office will be re -advertising the Board's vacancies. IV. 2005 Work Plan Joan Busch distributed a draft of the 2005 Work Plan. Peter Shostak moved that the work plan be accepted as written. James Lyall seconded. Motion passed unanimously (4-0). Joan will forward the final copy to the City Clerk's office before the deadline of November 30, 2004. V. Ad Hoc Comp & Benefits Committee Rick DeLaCastro said that the Acting City Manager, Darin Atteberry requested that the two council members continue on the Ad Hoc Comp and Benefits Committee to address the recommendations from the Gallagher report. The Committee's recommendations will be due to Council on March 31, 2005. Issues to be addressed include: cost saving options from the Gallagher Report; cost of medical benefits and competitiveness of City's pay plan relative to the 70th percentile; HR Metrics; any other issues relating to employee compensation and benefits. Personnel Board Minutes November 16,2004 Page 2 of 3 Valerie Remington asked if the Council would wait until a new City Manager was selected to implement changes. Rick said that nothing is on hold. Planning for the 2006-2007 Budget will begin in March, and recommendations affecting budget would need to included in the budget planning. VI. Status of Employee Appeal Rick DeLaCastro advised the Board that an employee appeal hearing has been set for December 15, 2004. The Board will be represented by an attorney from the City of Greeley. Greg Tempel, Assistant City Attorney will represent the City. Peter Shostak expressed his disappointment of a substitute attorney and that the Board had previously requested another attorney represent them at appeals. He said it was poor form that the Board wasn't advised prior to today. Rick advised that it is the City Attorney's position to select counsel for the Board. He explained that the City has an intergovernmental agreement with the City of Greeley, which provides for reciprocal attorney services between the two cities as needed. This is quite a cost savings for both entities. Rick also said that we had just found out which attorney had been selected. Rick said that following the business portion of today's meeting at 1:30 p.m. there will be a conference call with the Board's attorney, the employee's attorney, Valerie Remington, Personnel Board Chair, Greg Tempel, Assistant City Attorney and himself to schedule a date for a pre -hearing conference. The purpose of the pre -hearing conference is to reconfirm the hearing date, answer process questions, and agree to stipulations. VII. Other Business New Assistant H.R. Director Rick DeLaCastro announced that effective November 8, 2004, Janet Miller was selected as the new Assistant H.R. Director, replacing Wynette Cerciello. Janet has a number of years of Human Resources experience in the private sector and has been with the City for approximately one year as a Senior H.R. Rep. In that position, Janet provided support to Police Services and Cultural, Library, and Recreation Services and is well regarded by those service areas as well as others in the City. Collective Bargaining - Rick DeLaCastro said the Fraternal Order of Police (FOP) was selected as the bargaining unit for approximately 189 Police Services employees. These include sworn officers, community service officers, and dispatchers. Collective bargaining is a new process for everyone and training will be scheduled for all involved. Sales Tax Initiative Peter Shostak asked if anyone was doing any "dooms day" planning in the event the sales tax initiative passed. Rick DeLaCastro said yes that each service area has been asked to go through a budget exercise to identify items or programs that would be cut. Peter asked if the City is planning an advisory campaign to let citizens know the ramifications if this tax is lost. Rick said that the City is only able to spend $50 on such a campaign so that makes it difficult. Wendy Williams said she understood there was a committee being formed. Peter said it would be a shame if citizens didn't know what they would be giving up with the sales tax. He also asked if there was a role for the Personnel Board through its contacts to begin to educate citizens. Rick said the Board couldn't take a public stand, but could do so as private citizens.
