Visitors: Rick Coen Staff Present: Patty Bigner, Bill Bray, Eric Dahlgren, Leslie Mooney, Tom Rock and Mike Smith, Meeting Convened Chairperson John Morris called the meeting to order at 5:35 p.m. Citizen Participation There were no requests to comment. Approve Minutes of February 16, 2005 Meeting Board member Tracy Babst-Wiedenbrug made a motion, seconded by Board member Dan Bihn to approve the minutes of the February 16, 2005 meeting. The motion passed unanimously. Discuss Joint Meeting With Loveland The board discussed the March 23`d joint meeting with the Loveland Utilities Commission and expressed interest in the possibility of having future meetings if Loveland is interested. Electric Board Meeting Minutes April 20, 2005 Page 2 Update on DSM/Renewables Communications — Patty Bigner Patty Bigner, Customer and Employee Relations Interim Department Manager, described the brochures and information that is now being distributed to the public regarding integrated design assistance programs, rebate programs, and a wind power tour and conference. Patty stated that they had hired two consultants to assist them with energy assessments and are generating a lot of interest in incentive programs. She stated that they are working on a residential lighting program which will promote the use of compact fluorescent lights. Staff will encourage a regional market transformation which should affect both the supply and demand side of residential energy use and should be more effective than trying to encourage large manufacturers to provide incentives. Plan for 2006-07 Goals The Board briefly discussed the necessity of creating more renewables goals for 2006 and thereafter. Patty Bigner commented that staff has been discussing short and long term purchases with John Bleem of Platte River Power Authority. She said that this item can be brought back to another meeting for further discussion. Other Business • Vice Chairperson Tracy Babst-Wiedenbrug reported on the minutes of the Platte River Power Authority and Loveland Utilities Commission meetings. • The board questioned who the next Council Liaison will be now that a new Council has been elected.
