April 14, 2005
HRC Members Present: Caroline Tu Farley, Elaine Boni, Parker Preble, JoAnn Ginal,
Mohammed Siddiqui, Lester Washington, Paige Backlund Jarquin.
HRC Members Absent: Maryanne Ingratta, Jack Coleman
Staff Members Present: Kelly DiMartino, Brenda Speake
I. Call to Order
Meeting was called to order at 5:30 p.m.
II. Public Input
5 CSU students were present to observe the Human Relations Commission meeting for a
class project.
III. Agenda Review
Caroline re -ordered the agenda to place the April 19 Council Meeting review with the
Government Relations Committee Report.
IV. Approval of Minutes
Elaine moved to accept the minutes. Mohammed seconded. Motion passed.
V. Committee Reports
a. Executive Delegation
Caroline reported on the printed Soapbox article and the associated citizen response.
HRC members discussed the appropriate way to respond to the citizen. The HRC
decided to have Parker send a signed, personal letter.
HRC members discussed the appropriate use of e-mail when corresponding with one
another.
The HRC discussed the power and priorities of the Executive Delegation Committee.
The HRC discussed inviting community leaders to be adjunct committee members for
sub -committees.
The HRC discussed the NIOT forum which occurred Saturday, April 16, as well as future
responsibility of the Fort Collins NIOT program.
b. Education
JoAnn reported on the past monthly education committee meetings and the requested
education committee budget for the next two years.
JoAnn reported that the education committee tabled the Mennonite questions discussion.
JoAnn reported on the prospect of having a speaker's bureau for the education
committee.
C. Government Relations
Elaine reported on the review of Council meetings.
Elaine reported receiving data on ethnic diversity in the City of Fort Collins Boards and
Commissions for the past two years. She will analyze the data and report back to the
HRC.
Elaine reported on the police complaint process and the HRC members discussed
appropriate ways and locations to post that information.
HRC members discussed the upcoming reading of the NIOT resolution to City Council
members on April 19.
Media and Community Recognition
Lester reported on the Human Relations Award nominations and the Awards Breakfast
keynote speaker, Susan Anderson.
VII. Liaison Reports
a. Community Based
i. Northern Colorado Multicultural Corp.
No report.
ii. NIOT Alliance
Paige reported on the Alliance's progress and the upcoming formation of
working groups.
NIOT liaisons are Paige and Jack.
iii. Education
Lester reported speaking to local schools about diversity.
iv. Face to Face
Elaine reported a change in the meeting schedule.
V. HRPO Task Force
The HRC discussed the protocol for calling together a task force meeting.
vi. Inter -faith Council
No report.
vii. ERACISM
No report.
VI1. Budget Report
Kelly reported to the HRC that the City covered the HRC's cost for the multi-
cultural retreat.
Parker and Caroline requested that each sub -committee submit to them a budget
request for the next two years. Subsequently, they will send that to Kelly
DiMartino who will forward it to the City Manager.
VIII. Old Business
LARASA (Latin American Resource and Service Agency) — Paige reported that
the Latino Action Group (LAC) organized a list of issues that Latino's are facing
in Larimer County.
ii. Parker reported on Police Chief Harrison's involvement with the NIOT Alliance
and the NIOT forum. Parker clarified that Chief Harrison did not decline the
invitation to the forum, instead, he could not attend the forum

Elaine moved to adjourn. Lester seconded. Meeting adjourned at 7:42 p.m. implement
