HomeMy WebLinkAboutElectric Board - Minutes - 01/19/2005City Council Liaison Ray Martinez Staff Liaison Leslie Mooney 416-2703 Fort Collins Utilities Electric Board Minutes Wednesday, January 19, 2005 Electric Board Chairman Electric Board Vice Chairman Alison Mason 493-1295 Jeff Lebesch 221-0543 Roll Call: Board Present Vice Chairperson Jeff Lebesch, Tracy Babst-Wiedenbrug, Dan Bihn, John Harris and John Morris Absent: Chairperson Alison Mason Visitors: Drew Findlay Staff Present: Bill Bray, Eric Dahlgren, Leslie Mooney, John Phelan, Mike Smith, Tom Rock and Dennis Sumner Meeting Convened Vice Chairperson Jeff Lebesch called the meeting to order at 5:40 p.m. Approval of Minutes of November 17, 2004 Meeting Vice Chairperson Jeff Lebesch asked if there were any corrections to the minutes of the November 17, 2004 meeting. Board member John Morris made a motion, seconded by Board member Dan Bihn to approve the minutes. The motion passed unanimously. Climate Protection Program — Lucinda Smith Lucinda Smith, Senior Environmental Planner of the Natural Resources Department presented an overview of the effects of global warming and the need for emissions, waste reduction and energy efficiency programs in the City of Fort Collins community. She stated that the City had Electric Board Meeting Minutes January 19, 2005 Page 2 recently joined an organization called the Rocky Mountain Climate Organization whose mission is to raise public awareness about these issues. Lucinda stated that the three warmest years on record have occurred within the last ten years and there is increasing evidence that verifies not only carbon dioxide increases but consequences to the environment. In the year 2002, the total per capital emissions was 17.4 tons of carbon dioxide and methane. This represents a very small decline from the per capita levels in 1997. There will be another update of progress made in 2003-2004 later this year. Lucinda summarized the local action plan for the City to reduce greenhouse gas emissions. She said the City looked at their own greenhouse gas emissions and determined that in 2002, 43% was generated from electricity use; 34% was generated from transportation; 22% from natural gas; and 1% from the waste or landfill emissions. The Board asked about transportation programs that are on the horizon. Lucinda responded that there are many plans in the works but the funding has not been available. The Board thanked Lucinda for her presentation. Review 2004 Electric Board Annual Report Leslie Mooney, Electric Board Liaison, submitted an annual summary of the Board's activities for their review. Board member John Morris asked that the Rawhide Power Plant Tour and meeting with the City of Loveland Electric Board be added. Board member Tracy Babst-Wiedenbrug made a motion, seconded by Board member Dan Bihn to approve the 2004 Electric Board Annual Report as amended. The motion passed unanimously. Other Business Bill Bray, Electric Planning and Engineering Services Department Manager, stated that he spoke with the City of Loveland regarding setting up a time for both Electric Boards to meet in March and asked if there would be a good time for them to meet. He stated that John Bleem from Platte River Power Authority, is planning to go to Loveland's Board meeting in April, so that might be a better time for both boards to meet.
