HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 06/21/1966s Y b FORT COLLINS PLANNING AND ZONING BOARD REGULAR MEETING June 21, 1966 7:90 p.m. Call to Order: The meeting was called to order by Chairman Bob Ocheltree at 7:40 p.m. Members present: Chairman Bob Ocheltree, Mrs. Wood, Mayor Harvey Johnson, City Manager Tom Coffey, City Attorney Art March, Jr., Dr. Lee, Planning Consultant Trafton Bean, Planning Director Gene Allen, Assistant Planner Ashton Mossburg, and about twenty interested persons. Item No. 1: Approval of minutes for the meeting of May 17, 1966. Ap- proved as presented. Item No. 2: Pre-school Nursery zoning and standards to be included in the Zoning Ordinance. by A prepared report on pre-school nurseries was presented City Planner Gene Allen, who stated that "nothing is pro- vided, as such, for day nurseries in the Zoning Ordinance." Mrs. Trumble - "The minimum floor space and outside play area requirement is a good thing. The main problem is to find big lots with big houses needed for the space require- ments." Gene Allen - "I would like to have comments from Trafton Bean at this time." Trafton Bean (of Bean, Lamont €, Moberg) - "Homes for boys and girls seem to be coming up more than the day nurseries. If it becomes a commercial project, it shouldn't be inter- preted broadly as a home occupation in a single family (up to four roomers) zone." 0 • Planning and Zoning Meeting 2 June 21, 1966 Gene Allen - "I suggest we keep it on a 'four limitation', conforming with the state regulation of four persons to a home." Trafton Bean - "So-called 'social problems' are more pre- valent these days. I'd say limit it up to four persons in a home." Art March, Jr. - "Day care centers as limited accessory use by churches should be resolved." Art March, Jr. - "Loud noise, balls in yards are the main ob- jection to day nurseries in the R-L District." Motion: Dr. Lee made the motion that the contents of the memo- randum on pre-school nurseries be recommended to Council for adoption by resolution or as appropriate. Second: The motion was seconded by Mrs. Wood. All ayes. The motion carried. Item No. 3: Plymouth Congregational Church Rezoning Petition. #24-66 Gene Allen - "R-M Zoning, instead of R-H is the choice of Plymouth Congregational Church, and will provide a better buffer zone." Motion: Mrs. Wood made the motion to accept R-M Zoning as requested by the church. Second: The motion was seconded by Mr. Coffey. All ayes. The motion was carried. Item No. 4: Discussion of the 4th Draft, Proposed Subdivision Ordinance. Trafton Bean - "The Fort Collins Ordinance hasn't been changed since 1959, seven years ago. The three areas where the most criticism was offered are: 1. Guarantee of improvements by the City to subdivisions. What methods are best for Fort Collins? s� • • Planning and Zoning Meeting 3 June 21, 1966 2. Public area reservations for schools and parks. (Four percent of the total land area of the tract being sub- divided shall be dedicated for park purposes, in a loc- ation which is acceptable to the City Council.) 3. What guarantee for construction of improvements will the subdivider provide?" Trafton Bean - "Guarantee bonds are $15.00 per $1,000 per year. Land can be used as security for 40% to 50% of the land's value." Howard Jones, spokesman for the Fort Collins Contractor As- sociation, presented the Council with printed comments, in- tended to help write a workable ordinance that is good for all concerned. Howard Jones - "It should be possible to have a subdivision • master plan approved and filed." John Elliott - "Cul-de-sacs create problems for adjoining property. The temporary cul-de-sacs present title difficulties. Howard Jones - "We need standards of engineering, as a guide to go by." In answer to a question from the audience: Trafton Bean - "Yes, you can use so-called super blocks." Gene Allen - "A neighborhood park serves a neighborhood while a community park may serve 1/3 of Fort Collins." Trafton Bean - "The question is ... should we set aside the land for schools and parks now or go in later and buy developed land?" Mayor Johnson - "No park sites were provided three years ago. This plan was started then and we've had no better plan submitted.'' Trafton Bean, discussing the guarantee on improvements said, "That will protect the people buying the houses." Gene Allen - "Assuming that a bond or certified check isn't the answer, could the finance company sign an agreement for r1 U J • Planning and Zoning Meeting 4 June 21, 1966 Secretary 0 responsibility on improvements?" The answer - "The finance company wouldn't go along with it." City Manager Tom Coffey - "Gentlemen, I'll have to admit that I agree with a lot of the things that you suggest in this report, but also disagree with some of the others." Mayor Johnson - "A good effort was put forth in this report." Bob Ocheltree - "Any other comment?" Hearing none, Chairman Ocheltree adjourned the meeting at 9:50 P.M. Chairman
