HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 05/17/1966Call to Order Members Present Absent: Item 1 No. 21-66 Item 2 No. 22-66 0 MINUTES OF MEETING FORT COLLINS PLANNING AND ZONING BOARD May 17, 1966 Dr. Lee called the meeting to order at 7:30 p.m., in the absence of Chairman Bob Ocheltree. Tom Coffey, Mrs. Wood, Dr. Lee, Jim Keese, Don Stuart, Art March, Jr. and Gene Allen. Mayor Harvey Johnson and Bob Ocheltree. Motion: Motion by Dr. Lee. Seconded by Tom Coffey. The Minutes were approved as read. The Whitaker South Taft Hill Fifth Annexation and: The Whitaker - Cook rezoning petition were considered to- gether but voted on seperately, with Bill Wyatt representing the Whitaker's and Mr. Cook. Bill Wyatt presented a map of the area requesting annexation and rezoning. (A petition filed earlier was withdrawn so that replanning could be done). Bill Wyatt "Miller has rezoned a strip of land ajourning the Whitaker property to B-P. Seventy-five per cent of the adjourning property has been rezoned to a higher density. I don't believe that present demand is essential to rezoning the area. The City of Fort Collins rezoning map of January 1, 1964 lists part of the area I represent tonight as C, Residential District. That means that the people moving into the area knew that one day it would go "Multiple Family". Bill Wyatt then called on Mr. Yeager, who lives on the South- east corner of the intersection of Taft Hill and Elizabeth for comment. Mr. Yeager - "I have no objections to rezoning." Bill Wyatt next called on Mr. Ben Beatty, who lives north of the property, for comment. Mr. Ben Beatty - "No objection." Bill Wyatt then presented a 1/16 scale model, made by his wife, of how the proposed planned business would look, in Planning and zoning meeting 2 May 17, 1966 the area that would house 90 units of apartments. Tom Coffey - "Couldn't same effect be built with R-M, zoning?" Gene Allen - "Two square feet of land is required to one square foot of building floor area." Bill Wyatt - "No objections." Mrs. Wood - "Mr. Wyatt, what is the ratio of parking to planned business;" Bill Wyatt - One hundred four parking places." Dr. Lee - "Any other questions?" "Any other comments?" Dick Driscoll - "I live a half block away, where is Moore School on the map? I have children going to Moore School. The streets in the area are dangerous. My objection is the dangerous traffic hazard. I fail to see any change since the last petition. High Density will require more Police and Fire prootection." Dr. Lee - "Any other comments?" Clarence Davis - "I live across the street from Mr. Driscoll. I'm a Police Officer who believes that High Density, catering to college students creates immorality. You'll find five cars to each apartment, gas thefts, traffic problems, etc., speed- ing tickets for 50 to 60 miles an hour are issued on Taft Hill and Elizabeth. We have enough service stations and high den- sity apartments in Fort Collins already." Bill Wyatt - "Are apartment house residents the only ones summonded?" Clarence Davis - "No, but High Density will increase the traffic flow." Bart Catlin - "I live next to the property and with a huge apartment east on Elizabeth, I see no need to expand the area." Mrs. Margaret Davis - "I'm a school teacher and the School Board figures two children per home or unit and Moore School 19 is already overloaded." E rJ • 4 Planning and zoning meeting 3 May 17, 1966 Gene Farmer - "I live across the street from the property. Is 'Item 1" (.Whitaker Annexation) being considered seperately from 'Item 2'?" Gene Allen - "Considered together but voted on separately." Jacob Kovner - "Wasn't the same issue turned down by the Planning and zoning Board six months ago?" Gene Allen - "The Planning and Zoning Board didn't vote as plan was withdrawn before voting." Tom Shook, 1917 W. Elizabeth - "Drive in our area and see how duplexes are kept up. They're only there a short time and have no civic pride in the property. The lawns are not cared for." Dr. Lee - "What is proposed for annexation at this time, Bill Wyatt?" Bill Wyatt then showed the area for annexation. Gene Allen - "There's room for improvement in the zone pro- posal. Multiple unit buildings shouldn't be on west Elizabeth facing single family dwellings. Don't forget, a building plan must be approved by the Planning Board before any building permit can be issued in R-P. The Board has three courses open: 1. accept, 2. reject it completely, 3. modify zone plan. Bill Wyatt - "Buffering plan changes OK with me." Motion: Don Stuart made the motion (Whitaker annexation #21-66) to approve the B-P as requested, but change the R-H to Planned Residential All ayes. The motion carried. Motion: Don Stuart made the motion (Whitaker -Cook #22-56) to change existing R-L to B-P while proposed R-M area to be left as before (R-L). All ayes The motion carried. �. • Planning and zoning meeting 4 May 17, 1966 Item 3 No. 23-66 The Ghent Annexation Motion: Tom Coffey made the motion to accept the corrected presentation with a 20 foot dedication agreement to parallel to C. 9 S. R.R. for utilities and movement of vehicles. A 16 feet wide alley between Murrays' and Ghents' to be platted also. Seconded by Jim Keese. All ayes. The motion carried. Item 4 No. 24-66 Plymouth Congreational Church. Reverend Martin of the Church.would like R-M to be studied but wouldn't want R-H in there. He would like item shelved for further study for the next two weeks. Motion: Tom Coffey made the motion to table Item No. 4, Plymouth Congregation Church #24-66, as requested. Seconded by Mrs. Wood. • All ayes. The motion carried. Item 5 No. 25-66 Rezoning Prospect-Lemay Chevron petition. Motion: Don Stuart made the motion to accept the Chevron Petition as requested. Seconded by Mr. Coffey. All ayes. The motion carried. Item 6 No. 26-66 The Service Center Annexation. Gene Allen - "The Light and Power Company will be relocated ther." Motion: Dr. Lee made the motion to accept the Service Center Annexation as proposed. Seconded by Don Stuart. The motion carried. New items of business - Willow Street relocation. Gene Allen - "I have a request from Texaco and Phillips to relocate Willow Street and the gas lines in the area create Planning and zoning meeting 5 May 17, 1966 a problem." Jack Rutt, Public Service Company, Gas Engineer stated, "The problem will be to relocate the lines (gas). It'll have to be at someone else's expense." The cost will be $5,500. Gene Allen - "I think it should be approved subject to finan- cial arrangements." Motion: Tom Coffey made a motion to accept the relocation as requested, subject to financial arrangements. Seconded by Don Stuart. All ayes. Gene Allen "Day Care Centers or Nursery School zones need to be setteled. They should be permitted in R-M with some provisions for screening, such as a six foot high fence or landscaping." Gene Allen read a letter from Bean, Lamont and Moberg in • Boulder about zoning. Mrs. Trumble - "You need 25 square feet per child (indoor space) and 75 feet square feet per child outdoor space, limit size if in zone R-L. You constitute a Day Nursery if you keep over three children for pay." Gene Allen - "Council can by resolution accept item without formality. I11 present a report on this subject at our next meeting. Guide for Growth" study. Mr. Bean of Bean, Lamont and Moberg of Boulder presented the panel with copies of the new Fort Collins "Guide for Growth" study. Mr. Bean spoke for 45 min- utes about facts in the book about schools, streets, parks, etc. Mrs. Winder of the Larimer County Welfare Department spoke next. She said that they place children in Foster Homes and need zoning rules and regulations. Foster Homes are certified with.no more than four children, who cannot be kept there over six months. Consideration must be given to Commercial Day Care Home zoning. Planning and zoning meeting 6 May 17, 1966 Art March, Jr. - Zt!s the same issue as before. Gene Allen will give a report on this subject at the next meeting." Motion: Don Stuart made the motion that the meeting be ad Journed. Seconded by Tom Coffey. All ayes. The motion carried. The meeting adjourned at 10;35 p.m. Tuesday, May 17, 1966
